More than 30 patients have been barred from the Mater Hospital in Dublin for abusive or threatening behaviour between January and September 2026, The Irish Times reported. Management issued 33 exclusion orders during the nine-month period, including 14 for physical assault and 19 for verbal abuse or threatening behavior. In two separate cases, patients admitted to wards were arrested by gardaí and removed from the hospital for violent behaviors directed at staff and other patients.

Exclusion Orders and Policy Enforcement at the Mater Hospital

The Mater Misericordiae University Hospital, located in Dublin’s north inner city, issues exclusion orders under its internal policy for preventing and managing challenging behavior rather than through the courts. A senior hospital manager makes the exclusion decision, which is then reported to the office of the chief executive. Hospital management stated in a report to the board that antisocial behavior remains a challenge. The facility updated its policy recently to reflect its duty of care toward everyone who works or uses the hospital.

Hospital officials emphasize that exclusion serves as a last resort, typically following warnings, unless immediate action is required for severe incidents such as violence or weapon use. The policy applies strictly to patients with decision-making capacity, while individuals with underlying clinical conditions are managed through standard clinical pathways. The facility involves An Garda Síochána whenever staff members face assaults or threats.

Provisions for Emergency Care and Long-Term Bans

Excluded individuals cannot visit the hospital for a set period determined by the severity of the incident. However, emergency care for life- or limb-threatening conditions remains available at all times. Before any exclusion takes effect, the care team ensures patients receive immediate treatment, coordinates follow-up care with community services or general practitioners, and advises them on where else to access necessary care.

Board reports from earlier in the year detail specific enforcement measures taken by administration. Management reported a total of nine exclusion orders issued by June 2026. Among them, One exclusion is for a 12-month period where a patient threatened staff with a knife, according to Mater management figures. The remaining eight orders issued during that summer period ranged from one to two months, with three of those patients removed directly from the campus by the gardaí.
