Metro Manila Subway: A Potential Turning Point for Filipino Commuters

The daily commute in Metro Manila is often seen as a reflection of the challenges and aspirations of the Filipino people. President Ferdinand R. Marcos Jr.’s remarks during the groundbreaking ceremony for two stations of the Metro Manila Subway Project (MMSP) on February 13, 2026, in Taguig City, offer a lens through which to assess the potential for improving the quality of life for millions.

The President highlighted the significant impact of traffic congestion and inadequate public transportation on Filipinos’ life choices. “Once the Metro Manila Subway becomes operational, Filipinos will no longer have to pass up opportunities because of traffic and commuting woes,” he stated. He emphasized that the longstanding issues have influenced decisions about where to work, study, and even plan for the future.

Many, according to the President, have declined promising job offers or hesitated to enroll in their dream schools due to the arduous commute. “Some students hesitate to enroll in their dream school because the commute will take two hours or more, one way. Others decline promising job offers because the cost of commuting to work will outweigh the salary and mean less time for family,” he explained.

The MMSP aims to drastically reduce commute times, potentially shortening the journey from Valenzuela City in the north to Bonifacio Global City from one and a half hours to just 29 minutes. If realized, this improvement could significantly enhance the quality of life for commuters.

However, questions remain about the timeline for completion. With only 30 months remaining in the current administration’s term, ending in June 2028, the feasibility of delivering a fully operational subway within that timeframe is being considered.

Recent economic forecasts from the Development Budget Coordination Committee (DBCC) project Philippine economic growth between five and six percent, a downward revision from a previous estimate of six to seven percent. This adjustment was attributed to “global trade uncertainties and the public works corruption scandal.” Secretary Arsenio Balisacan of the Department of Economy, Planning, and Development (DEPDev) indicated that the ₱6.793-trillion 2026 national budget would be utilized to help achieve the modified growth targets.

Maintaining public morale and confidence in the government is crucial, particularly as consumer spending remains a primary driver of economic growth. The post-EDSA period demonstrated the potential for economic rebound following periods of political change, but public confidence has historically fluctuated based on the quality of governance.

The success of the MMSP, and its impact on the daily lives of Filipinos, will likely be a key factor influencing public sentiment as the country approaches the 2028 elections. The question of whether Filipinos will elect leaders capable of sustaining and building upon these infrastructure improvements remains a central concern.

The Metro Manila Subway, spanning mid-2025 and extending 33.1 kilometers from East Valenzuela to NAIA Terminal 3, features 17 stations and integration with existing transport lines like MRT-3, LRT-2, and the North-South Commuter Railway (NSCR). The project, a flagship initiative under the “Build Better More” program, is being undertaken in partnership with Japanese firms like Shimizu Corporation and is supported by a loan from the Japan International Cooperation Agency (JICA). Phase 1, from Valenzuela to FTI, is projected to be partially operational by 2029, with full completion shortly thereafter.

The subway is expected to cut cross-city travel time by up to 70%, offering a significant improvement for commuters and potentially unlocking new opportunities for residential and commercial development along its route.
