Roughty Properties Ltd, a property firm owned by Minister of State Michael Healy-Rae, has received €1.33 million in State payments for providing accommodation to Ukrainians fleeing the war with Russia since 2022.
Figures provided by the Department of Justice, Home Affairs and Migration indicate that the business, which trades as Rosemont House, received €113,480 for these services in 2025. This follows a period of two years and three months prior to January 1, 2025, during which the firm received €1.22 million for accommodating refugees at its Tralee address.
Company Financial Performance
According to recently filed accounts, Roughty Properties Ltd recorded post-tax profits of €241,244 for the 12 months ending in May 2025. This figure represents a 36 per cent decline from the post-tax profits of €376,048 recorded in the prior year.
The profits reported for the period ending in May 2025 brought the company’s accumulated profits to €1.08 million.
State Expenditure and IPAS Context
The payments to Roughty Properties Ltd were made under the Government’s International Protection Accommodation Service (IPAS). The €113,480 paid to the firm in 2025 constitutes a small portion of the total state expenditure for such services; the government paid €425.49 million to all operators providing accommodation to Ukrainians during that year.

A spokeswoman for the Department of Justice stated that Roughty Properties, trading as Rosemont House, continued to provide accommodation services to the State in 2025, delivering services for a 12-month period. The department confirmed that the firm remains under contract to accommodate people fleeing Ukraine.
Ministerial and Business Interests
Michael Healy-Rae, an Independent TD for Kerry, was appointed as Minister of State at the Department of Agriculture, Food and the Marine in 2025, with special responsibility for Forestry.
