In a letter to the media, Leblanc expressed pride in the organization’s accomplishments during his tenure, stating, “Since my arrival in January 2009, we have achieved great things that have contributed to revitalizing the metropolis, and I am very proud of that.” He added that his decision comes “with emotion, but above all with a sense of duty fulfilled.”
