Michel Thioub Demands Return to Legality in Senegalese Cycling Federation Dispute

Michel Thioub, a former head of the Senegalese Cycling Federation, is calling for the organization of a new General Assembly to restore legality within the organization. Thioub is requesting that the assembly be conducted in a framework that is “apaisé, transparent et crédible,” or calm, transparent, and credible.

The demand follows a legal dispute regarding the federation’s elective General Assembly held on January 15, 2022. That assembly was subsequently contested in court and annulled by the Tribunal de Grande Instance Hors Classe de Dakar.

According to civil judgment no. 708, rendered on September 18, 2025, the 2022 assembly was declared void. Thioub, a former cyclist and director of the Tour cycliste du Sénégal, asserts that the ruling has the authority of res judicata, meaning the matter is decided and binding.

Thioub argues that because the assembly was annulled, all subsequent actions and appointments resulting from that meeting are legally invalid. This includes the election of the federation’s current governing bodies.

To address the situation, Thioub has contacted the Prime Minister and the minister in charge of Sports. He informed these authorities of the court’s decision and requested the implementation of necessary measures to ensure the federation returns to a legal standing.

Thioub stated that his outreach to the government is intended “non pas pour contester mais pour permettre une chose simple : le retour à la légalité,” or not to contest but to allow a simple return to legality.

Despite these communications, Thioub indicated that he has not yet received a response from the authorities. He continues to advocate for the respect of the laws and regulations of the Republic, as well as the fundamental principles governing sports movements.
