Microsoft is addressing the growing challenge of data silos created by AI agents with two key initiatives: Microsoft IQ and Rayfin, unveiled at Build 2026. As enterprises increasingly deploy AI agents to automate tasks, these tools aim to unify business context and application deployment under a single governed platform.

According to the VentureBeat VB Pulse Q1 2026 RAG Infrastructure Market Tracker, hybrid retrieval intent among organizations with 100+ employees surged from 10.3% in January to 33.3% by March. This shift signals a move away from expanding retrieval coverage toward refining the underlying architecture. Shared business context, a critical gap in current systems, is now a focal point for enterprises.

Microsoft Unveils Time Intelligence
  • Work IQ, which captures daily operations through emails, documents, meetings and schedules to inform agents about workflows and teams.
  • Foundry IQ, which curates institutional knowledge to define organizational rules and procedures.
  • Fabric IQ, which models real-time business operations using data from Microsoft’s Real-Time Intelligence.
  • Web IQ, which provides global contextual signals from the internet to supplement internal data.

Amir Netz, CTO of Microsoft Fabric, compared the data platform to the "green screen" in The Matrix, explaining that it builds the foundational reality for agents. "Our job in the world of data is creating reality for agents based on data," he said.

Rayfin, a new open-source SDK and CLI, addresses the second half of the problem: application deployment. By routing agent-built applications directly into Microsoft Fabric, Rayfin ensures that data flows into OneLake, the company’s unified data lake, and feeds back into the Microsoft IQ context layer. This contrasts with alternatives like Supabase and Neon, which lack governance and risk creating isolated silos.

Netz emphasized the bidirectional relationship between agents and the platform. "The agent building a Rayfin application draws from the organization’s ontology. The data that application generates then enriches that ontology for the next agent," he explained.

Microsoft is not alone in this effort. Snowflake, Pinecone, and Redis have also introduced context-aware tools, but Microsoft’s approach highlights a broader industry trend: the shift from model availability to governance and execution. Robert Kramer, managing partner at KramerERP, noted, "The real question is whether Microsoft simplifies execution and strengthens trust or adds another layer to an already complex environment."

The integration of Microsoft IQ and Rayfin reflects a critical juncture for enterprise AI. By unifying context and deployment, the tools aim to prevent agents from operating in fragmented data environments. However, their success will depend on how effectively they balance innovation with the complexities of enterprise governance.

As the RAG infrastructure market evolves, the focus on architecture over expansion underscores a maturing industry. Enterprises are no longer asking "What can AI do?" but "How can we ensure it works together?" Microsoft’s solutions, while unproven at scale, represent a significant step toward answering that question.
