Military Lands and Cantonment Unveils New Internal Audit Policy

RAWALPINDI – The Military Lands and Cantonment Department announced a new internal Audit Framework for cantonment boards nationwide on friday, September 12, 2025, aiming to improve clarity, accountability, and operational efficiency.
Addressing a Long-Felt Need
Maj. Gen. Irfan Ahmad Malik, Director General of Military Lands and Cantonment, introduced the initiative. the framework responds to a recognized need for an internal audit mechanism to complement existing external audits conducted by the directorate General Audit Defence Services (ADS). This internal system is designed to facilitate timely corrective actions and reduce observations during external reviews.
Key Objectives of the Framework
The new system focuses on four core objectives: ensuring transparency and uniformity in auditing practices, establishing accountability at all levels within field offices, and implementing both preventive and remedial actions to identify and address irregularities early on. The framework aims to standardize practices across all boards,ensure compliance,and build a foundation for proactive governance.
Standard Operating Procedure
A Standard operating procedure (SOP) developed by Dr. Saima Shah, Director Headquarters, provides clearly defined processes for conducting fair and competitive inspection audits. This SOP will guide the implementation of the framework and ensure consistent request across cantonment boards.
Preventive and Curative Approach
The Internal Audit Framework is designed to be primarily preventive, remedial, and curative. by identifying and addressing omissions, errors, irregularities, or illegalities at their initial stages, the system aims to curb problematic practices before they escalate. This proactive approach is expected to strengthen the financial systems of cantonment boards and optimize output through adherence to established rules and procedures.
