Minister Rules Out Fuel Price Caps

Enterprise Minister Peter Burke has ruled out the implementation of fuel price caps for petrol, diesel, and green diesel, stating that such a policy would take a wrecking ball to the state’s public finances. Speaking on RTÉ Radio on April 10, 2026, Burke warned that the costs associated with such a cap could run into the billions of euros.

The minister argued that a price cap would effectively shift the financial burden from the fuel forecourts to the taxpayers, increasing national debt. Burke stated that the state would be unable to sustain the cost of such a measure, noting that it would put the bill on the back of every citizen in our country.

International Precedents and Fiscal Risk

To support his position, Burke cited the experiences of other nations that have attempted fuel price caps. He specifically identified Argentina, Egypt, and Pakistan as examples where such policies were implemented.

According to the minister, a common thread among those countries was the eventual necessity of seeking assistance from the International Monetary Fund (IMF). Burke emphasized that Ireland should avoid a scenario where its sovereignty handed over to the IMF, referencing the country’s experience with a bailout more than a decade ago.

When questioned regarding other European Union member states that have introduced fuel price caps without requiring IMF assistance, Burke responded that it was still early to determine the long-term outcomes. He pointed to Slovenia as an example of the unintended consequences of such policies.

Burke stated that Slovenia is currently experiencing tourism resulting from its price caps, with people traveling from other countries specifically to purchase cheaper fuel.

Impact on Small Businesses

The minister further highlighted the potential for fuel caps to destabilize small businesses. He explained that under a cap system, payments to suppliers would be made in arrears, which would create significant financial pressure for smaller forecourts.

Burke noted that some forecourts operate on razor-thin margins of two, three, four per cent and asserted that these businesses would go out of business immediately if a cap were introduced.

Alternative Government Measures

While rejecting price caps, the government is exploring other EU-backed measures to ease fuel costs. Burke stated that the government has sought flexibility from the European Union regarding excise duties, as the existing framework contains restrictions.

The minister confirmed that the government requires EU permission to further reduce excise duties on petrol, diesel, and green diesel. He added that Tánaiste Simon Harris is currently working on this matter at the EU level.
