The liquidator of the Ministry of Equality and Equity formally filed a criminal complaint at the Office of the Attorney General on October 24, 2026, targeting Juliana Guerrero and her sister Verónica Guerrero over their alleged irregular involvement in the Board of Directors of FonIgualdad, El Colombiano reported.
Designated liquidator John Milton Rodríguez stated that the sisters allegedly exercised a de facto power and directly influenced official decisions directed at state ministers and vice ministers within the financial fund that administers resources for the ministry’s programs.
Unauthorized Direction
Neither Juliana nor Verónica Guerrero held the legal competence or institutional authority to intervene in FonIgualdad’s directive decisions, according to Rodríguez.
Despite this lack of authorization, one of the sisters allegedly attended meetings while claiming to represent the Minister of the Interior, executing an active role outside the government framework of the financial fund.

The complaint states that the sisters issued orders, established directives, took decisions, and even closed Board of Directors sessions during these meetings.
Multiple Roles
Rodríguez criticized Juliana Guerrero’s presence within the entity’s directive spaces, noting that she entered and remained in the ministry’s structure without an official appointment or legal justification, relying on her management role or her aspiration to become the future vice minister.
Revista Semana noted that documentation from FonIgualdad showed Juliana Guerrero figured simultaneously under roles in the Ministry of the Interior and as an advisor to the head of the Presidency of the Republic.
Administrative Review
The criminal filing forms part of administrative and penal reviews driven by the ongoing liquidation process of the Ministry of Equality and Equity.

Entity authorities reiterated that they will report all necessary elements to justice officials to clarify how individuals lacking institutional competence managed to influence financial and directive decisions. Revista Semana reported that the complainants publicly announced the legal action by stating that intervention in the FonIgualdad board violated proper administrative order.
Revista Semana highlighted that the complaints also target the role played by Verónica Guerrero, requesting that authorities determine what functions she fulfilled within the organization, the exact scope of her linkage, and why she participated in those institutional spaces.
The administrative review questions whether the sisters’ participation had any regulatory backing or corresponded to official duties.
Prior Conviction and Security Scrutiny
The new legal entanglement compounds an earlier penal case for Juliana Guerrero.
On September 9, 2026, the 24-year-old appeared before a republic judge regarding a scandal involving falsified degrees from the Fundación San José, which she had submitted to demonstrate requirements for assuming the Youth Vice Ministry. During that hearing, Guerrero admitted responsibility for the crime of procedural fraud. Following an agreement signed with the Fiscalía, she received a three-year prison sentence, pending judicial approval to determine whether she will serve the time in a prison facility or under an anticipated suspension.
The scrutiny surrounding Guerrero extends to her personal security arrangements. Revista Semana reported that authorities requested that the National Protection Unit (UNP) deliver official reports explaining the criteria and process used to assign security details to both Juliana Guerrero and Gabriela Muñoz.
