The Russian Ministry of Labor has clarified that working citizens raising two or more children may maintain eligibility for the annual family payment if their children are up to 23 years old and enrolled in full-time education at a college or university. According to official statements released on August 10, 2026, via the ministry’s “Max” messenger channel, applications for the 2026 payment cycle must be submitted by September 30, 2026.

Eligibility Requirements for the Annual Family Payment

To qualify for the payment, the Ministry of Labor states that a family must have at least two children under the age of 18. This age limit extends to 23 for children pursuing full-time education in higher education institutions or colleges, though TASS reports that this exception excludes those enrolled only in additional educational programs.

Financial eligibility is tied to the regional cost of living. According to rg.ru, the payment is available to working citizens who permanently reside in the country and whose average per capita family income does not exceed 1.5 times the regional subsistence minimum.

Required Documentation for Adult Students

The ministry specifies different documentation requirements based on the student’s enrollment status. For those who have just entered an educational institution, a certificate of study is sufficient to establish eligibility. However, rg.ru reports that students who have been enrolled for a longer period must provide both a certificate of study and a document stating the size of their scholarship.

The right to the payment is temporarily suspended once a child reaches 18 years of age. According to the Ministry of Labor, this suspension remains in effect until the child is officially enrolled in an educational organization, at which point the family must submit the necessary confirming documents to the Social Fund to resume payments.

Application Deadlines and Processing

The deadline for submitting applications for the 2026 annual family payment is September 30, 2026. TASS notes that this window allows families whose children are awaiting enrollment orders to gather the required documentation and apply after the official admission process is complete.

Distinction from the Unified Benefit

The annual family payment differs from the Unified Benefit. As reported by TASS, the Unified Benefit is a separate social payment designated for pregnant women registered by the 12th week of pregnancy and families with children under 17. Eligibility for the Unified Benefit is based on a family income that falls below the subsistence minimum per person, with payment amounts set at 50%, 75%, or 100% of the regional subsistence minimum for children depending on the income level.
