ACLU Sues Trump Governance Over Minnesota Immigration Raids

The American Civil Liberties Union filed a class action lawsuit on Thursday,‍ January 16, 2026, alleging the Trump administration⁤ violated the constitutional rights of Minnesotans during recent immigration enforcement operations. The lawsuit centers on tactics used during “Operation Metro Surge,” a federal crackdown that has deployed thousands of armed‌ agents too the state.

Details of the Operation and ACLU Allegations

Since December 2025,Immigration and Customs Enforcement‌ (ICE) and ⁢Department of Homeland Security (DHS) agents have been ⁢conducting ⁣neighborhood sweeps and arresting‍ immigrants in Minnesota,claiming they have prior criminal convictions. The⁢ operation​ has raised concerns among city officials and residents, with reports of increased fear and ⁢two agent-involved shootings within a week.Renee Nicole good, a 37-year-old mother⁤ of three, was fatally shot by a federal agent during this period.

the ACLU lawsuit alleges unconstitutional tactics, specifically claiming ICE and DHS officers are stopping⁣ individuals – primarily those perceived to be of Somali or Latino descent – to question their immigration status without reasonable suspicion. The ‌suit further contends that agents are making arrests without ⁤warrants or probable cause, leading to the detention‍ of ‍U.S. citizens.

Specific Constitutional⁣ concerns

According to the ACLU, federal agents are also making warrantless arrests ⁤without establishing probable cause that the individuals pose a flight ‍risk.The lawsuit emphasizes that law enforcement cannot legally stop and arrest people solely based‍ on their appearance.

“Police cannot ⁢simply stop and arrest people based only on their appearance,” the​ ACLU lawyers stated ‍in the complaint filed in the U.S. District ⁤Court for the District‌ of Minnesota.
