Andalusian President Calls for Early Elections Amid Funding Dispute

Juanma Moreno, president of the Junta de Andalucía, has called for early elections in Spain, citing a ”critical” political situation and a lack of governmental majority. Speaking at the Presidents Conference in Barcelona,Moreno emphasized the need to address regional financing,electricity grid improvements,infrastructure development,healthcare,and housing issues.
Moreno argued that Prime Minister Pedro Sánchez‘s government lacks the necessary support to pass a budget and faces growing public distrust.He respectfully urged Sánchez to dissolve the courts, convene elections, and allow Spanish citizens to decide the country’s future leadership.
A key focus of Moreno’s address was regional financing. He stressed the urgency of convening a new Fiscal and Financial policy council (CPFF) to establish a revised system. Moreno highlighted that Andalusia lost €1.522 billion in the last year alone, according to Fedea.He referenced past statements by current finance Minister María jesús Montero,who,as a regional counselor in 2018,sought increased funding for Andalusia.
Moreno also reiterated his call for a Transitory Leveling Fund to support underfunded communities. He proposed a Royal Decree Law to update advance payments, claiming the government owes Andalusia €1.54 billion as of May 31.
Additionally, Moreno urged the government to withdraw a debt forgiveness bill for communities, which would affect approximately €18.8 billion for Andalusia.He maintained that Andalusia’s issue is not debt but inadequate financing. He referenced Minister Montero’s 2018 stance that debt debates should not overshadow financing issues.
Infrastructure and Healthcare Concerns
Beyond financing, moreno requested €544 million for electrical networks in Andalusia, notably in areas with significant deficits, such as Almería, Granada, Jaén, and Córdoba. He noted that these provinces experienced the longest power restoration times after an April blackout. He added that Andalusia’s electrical transport network density is 40% below the national average.
Moreno also highlighted 30 critical railway infrastructure projects owed to Andalusia, including the Atlantic and Mediterranean railway corridors, Algeciras-Bobadilla, zaragoza-algeciras, the AVE to Huelva, and the Costa del Sol coastal train. He lamented that andalusia ranks near the bottom in state infrastructure investment execution.
Regarding the national Housing Plan proposed by Prime Minister Sánchez, Moreno expressed support for an “impulse plan” that avoids imposing conditions on communities.He noted that Andalusia has the largest public housing park in Spain and has substantially increased the number of subsidized housing units.
