She has the mental capacity of a 10-year-old and has a history of mental health issues, including schizophrenia and depression, diagnosed in 2021.
Alexander’s attorney was aware of her condition and referred her to psychiatric care. Annie Cortez, a clinical administrator for the Center for Health Care Services, emphasized the importance of identifying individuals with mental health needs to prevent their detention in jail. The jail-based competency restoration program (JBCR) was established last year for this reason.
Recently, JBCR received $700,000 to expand its services to those on a maximum security list and women. Monica Torres, a director at the Center for Health Care Services, explained that individuals often wait in jail for psychiatric beds and competency services. The program helps individuals understand their charges and participate in their defense.
Bexar County officials stated that the justice intake process includes mental health screenings. The Center for Health Care Services evaluates inmates, while University Hospital provides treatment options. Since JBCR’s launch, over 200 inmates have been screened. Of these, 33 entered the program, and 24 regained competency to stand trial, resulting in a 77-percent restoration rate.
Alexander’s baby was found alive and is now in state custody. The community continues to address the needs of individuals with mental health challenges within the justice system.
