Japan’s Fiscal Year 2023 Supplementary Budget

Japan’s government approved a ¥82.5 trillion (approximately $558 billion USD as of January 9, 2026) supplementary budget for fiscal year 2023, aimed at bolstering economic recovery and addressing rising costs. The budget includes measures to support households and businesses impacted by inflation, and also investments in strategic areas like semiconductors and defense.

The supplementary budget allocates meaningful funds to economic stimulus measures. These measures are designed to mitigate the impact of rising prices on households and businesses, and to encourage sustainable economic growth.

Strategic Investments

The supplementary budget will be financed through the issuance of new government bonds. This will contribute to Japan’s already substantial public debt, which is among the highest in the world.

As of December 2025, Japan’s gross public debt stood at approximately 261% of its GDP, according to the International Monetary Fund (IMF). The government maintains that the supplementary budget is necessary to address immediate economic challenges and secure long-term growth, despite the increased debt burden.

Impact and Outlook

The supplementary budget is expected to provide a short-term boost to Japan’s economy, but its long-term impact will depend on the effectiveness of the stimulus measures and strategic investments.

The Economic and Social Research Institute (ESRI), a cabinet-level research institute, projects that the budget could add approximately 0.5 percentage points to Japan’s GDP growth in fiscal year 2024.
