Pasamayo Serpentine Closure Extended to 2028 for Buses and Combis
Table of Contents
The Peruvian Ministry of transport and Communications (MTC) has announced a continued restriction on passenger transport vehicles traversing the Pasamayo Serpentine on the Panamericana Norte highway, extending the measure until the end of 2027 with evaluation for further continuation. This impacts microbuses, minibuses, and buses, requiring them to utilize the Pasamayo Variant.
What Happened?
The MTC, through Directorial Resolution No. 041-2018-MTC/15 (originally implemented in 2018), has extended the restriction on passenger transport vehicles (categories M2 and M3 – microbuses, minibuses, and buses) using the Pasamayo Serpentine, a particularly risky section of the Panamericana Norte highway between kilometers 44 and 75. The closure is effective 24 hours a day, beginning January 1, 2026, and currently scheduled to last until December 31, 2027. The decision is based on ongoing safety concerns and a high risk of accidents.
Why is the Pasamayo Serpentine Dangerous?
The Pasamayo Serpentine is notorious for its sharp curves, steep inclines, and limited visibility. These factors contribute to a substantially higher accident rate compared to other sections of the Panamericana Norte. Historically, the road has been the site of numerous, often fatal, bus accidents. The winding nature of the road, combined with the speed at which buses often travel, makes it difficult for drivers to react to unexpected events or maintain control.
The MTC’s decision is a proactive measure to mitigate these risks and prioritize passenger safety. The Pasamayo Variant, a modern dual carriageway with segregated lanes, offers a safer choice for passenger transport.
What is the Pasamayo Variant?
The Pasamayo Variant is a newer, safer route designed to bypass the treacherous Pasamayo Serpentine. it consists of a dual carriageway with segregated lanes, providing a more stable and predictable driving experience. This allows for smoother traffic flow and reduces the risk of collisions.
All affected passenger transport vehicles (microbuses, minibuses, and buses) are required to use the Pasamayo Variant during the period of the restriction.
Who is Affected?
The primary groups affected by this restriction are:
- Passenger Transport operators: Companies operating microbuses, minibuses, and buses on the Panamericana Norte route will need to adjust their routes and schedules to utilize the pasamayo Variant.
- Passengers: Travel times might potentially be slightly affected for passengers using these transport services, even though the increased safety is a significant benefit.
- Regional and Provincial Authorities: These authorities are responsible for enforcing the restriction within their jurisdictions.
- The National Police of Peru (PNP): The PNP, with support from the Superintendency of Land Transportation of People, Cargo and Goods (SUTRAN), will be responsible for actively monitoring and enforcing the restriction.
