Hong Kong MTR Enhances Safety After Service Disruptions

Following recent service disruptions, Hong Kong’s MTR Corporation is implementing an eight-point plan to enhance railway safety. The plan, part of an existing HK$65 billion (US$8.3 billion) asset and maintenance upgrade announced in 2023, includes a one-off inspection of all overhead lines and signaling points.
The move addresses calls from Chief Executive John Lee Ka-chiu, who urged the transport provider to improve its emergency response and contingency planning. His call came after three service disruptions within four months, including incidents where engineering trains were stranded and a five-hour suspension on the Tseung Kwan O line.
To mitigate future disruptions, the MTR is considering offering a free cross-harbor shuttle bus service during suspensions. Transport Minister Mable Chan said the goverment will continue to supervise the MTR Corp, guiding them to learn from past failures and strengthen risk prediction. The MTR’s safety enhancements aim to improve the overall resilience of the railway system.
Chan emphasized the importance of proactive issue resolution. “the MTR Corp must proactively address potential issues before they arise, enhance the safety of its railway systems and accelerate the submission of innovative technologies to realize predictive maintenance for fortifying the overall resilience of the railway system,” she said.
She added, “Its management shoudl also leverage the wisdom of frontline staff and strengthen the sense of accountability among staff from different ranks.”
