MUNICH –‌ Germany’s new cannabis law,⁢ in effect for a year, permits cannabis​ possession and consumption under specific conditions. This report ⁣examines the effects on Munich.

Despite partial legalization,Bavaria has yet ⁢to see ⁤the⁤ opening⁣ of any cannabis clubs.‍ The State Office ⁢for Health and Food Safety (LGL) ⁤reports receiving 37 applications for cannabis cultivation‍ approval.​ Though, permission for the “cannabis ⁢social⁢ club minga” was denied, and eight applicants withdrew their requests. The remaining applications are under ‍review. Eight of these cultivation associations are⁣ from Upper Bavaria, ⁣including three from Munich and two ⁢from​ the​ district‌ of Munich.

Increased Traffic Offenses Noted

Individuals can grow up to‌ three plants for personal consumption. Adults can possess​ up to 50⁣ grams of cannabis ⁢at home, ‍and carrying up to 25 grams outside the ⁢home is ⁢not penalized.However, cannabis use is prohibited for ‌drivers under 21 and novice‌ drivers. For‍ others, the legal limit for THC, the active ingredient in cannabis, is 3.5 nanograms per milliliter of blood.

Authorities have noted ‍instances of impaired‍ driving. ⁢In 2024, approximately 850 traffic offenses in Munich involved cannabis. Munich police statistics indicate a nearly 50% increase in drug-related traffic incidents, rising to 2,230 in 2024 from 1,501 the previous year. Drugs were​ a factor in 75 accidents.

Drug offenses ‌involving cannabis have decreased sharply since legalization. ⁣Ther were 6,827 violations in 2023, more than double the 3,189 recorded⁤ in 2024. ⁢the Old Botanical Garden has been identified as a focal point,with a cannabis ⁣and alcohol ban in effect as the beginning of‍ the year. ⁣Other areas of concern include ​the‍ Inner Central Station, Nussbaumpark, and Sendlinger-Tor-platz.
