museveni Pushes Wealth Creation Through Parish Development Model

GOMBA,Uganda—President Yoweri Museveni is urging every Ugandan household to actively participate in wealth creation initiatives under the Parish development Model (PDM) to combat poverty. Speaking Monday at a PDM meeting in Lusenke village, Gomba district, museveni emphasized the importance of commercial agriculture in transitioning citizens from subsistence farming to a money economy.
Museveni visited Deborah Namutebi and her husband, godfrey Lubega, PDM beneficiaries involved in poultry and animal husbandry. He lauded their efforts, stating that wealth creation at the household level is key to overall prosperity. He also stressed the distinction between general development, such as infrastructure, and personal wealth accumulation.
“I want to congratulate Namutebi and her dear husband for waking up and using the PDM money well to get out of poverty,” Museveni said. “Every household must have a wealth creation activity.”
The president highlighted the long-standing presence of development projects, such as tarmacked roads, that have not necessarily translated into individual wealth for those living nearby. He cited his own experience in Kisozi, where he established wealth before infrastructure development reached the area.
As 1995, Museveni has promoted wealth creation through various programs, including Entandikwa, PMA, NAADS, and OWC. Launched in February 2022, the PDM aims to transform subsistence households by injecting 100 million shillings annually into each parish through local Saccos.
Museveni praised Namutebi as an example of a prosperous PDM beneficiary. He pledged to assist her in purchasing three acres of land to expand her enterprise and provided 15 million shillings, including funds for a tuk-tuk and electricity extension. Ten other PDM beneficiaries each received 1 million shillings.
Namutebi, a member of the Koome Kanoni PDM SACCO, reported that she now has 300 broiler chickens and 15 goats, thanks to the PDM funds. She had initially planned to acquire a loan but used the PDM money to expand her poultry farm and invest in goats. “Those who think Shs 1 million is little do not know how to use it,” Namutebi said, noting that she can now afford to educate her children.
Namutebi aims to expand her poultry business to 2,000 chickens and acquire a milling machine for poultry feed production.
Rose Namayanja Nsereko, Deputy secretary General of the NRM, thanked Museveni for increasing the national budget to support the PDM program. Greater Mpigi, with a population of 672,326, has received 33.429 billion shillings for its 130 PDM SACCOs.
During the event, Katamba Moses and Ssempijja Joseph, local chairpersons from Lusenke and Bukalagi villages, defected from the National Unity Platform to the National Resistance Movement party.
