Following the publication of the final report on the issue of teachers’ associations receiving recommendation lists and money and gifts for principals and other school principals, the Nagoya City Board of Education held a meeting of principals and other school principals in Atsuta Ward on August 30.

On the afternoon of the 30th, approximately 400 principals of municipal elementary and junior high schools gathered at an auditorium in Atsuta Ward.

Tomohiro Tsubota, Superintendent of the Nagoya City Board of Education:
“We must break away from practices that cannot be understood by the public, such as recommendation lists, the exchange of money and gifts, and the practice known as private inspections. I would like each and every one of you gathered here to declare here and now that we are breaking away from these practices.”

The final report on the issue of the Nagoya City Board of Education receiving money and gifts from multiple teachers’ groups along with recommendation lists for principals and other positions was released on August 28th.

The final report stated that “no evidence of improper distortion of personnel matters was found,” but it also severely criticized “inappropriate conduct that has raised suspicions and distrust among citizens.”

At a meeting held in Atsuta Ward on the 30th following the final report, Superintendent Tsubota sent a message to principals to break away from the “bad practice” of exchanging money, gifts and student lists, and to aim to restore trust.

Superintendent of Education Tomohiro Tsubota:
“We need to be reborn in order to get out of this situation. I would like to join hands with you all and push forward with reforms with all my heart and soul.”
