Following the publication of the final report on the issue of teachers’ associations receiving recommendation lists and money and gifts for principals and other school principals, the Nagoya City Board of Education held a meeting of principals and other school principals in Atsuta Ward on August 30.

Tomohiro Tsubota, Superintendent of Nagoya City Board of Education: “We must break away from practices that cannot be understood by the public, such as the exchange of recommendation lists, money and gifts, and the practice known as private inspections. I would like each and every one of you gathered here to declare your break with these practices here and now.” The final report on the issue of the Nagoya City Board of Education receiving money and gifts from multiple teacher groups along with recommendation lists for principals and other positions was published on August 28th. The final report stated that “no evidence of unfair distortion of personnel affairs was found,” but it also harshly criticized the practice as “inappropriate behavior that invites suspicion and distrust among citizens.” Following the final report, at a meeting held in Atsuta Ward on the 30th, Superintendent Tsubota sent a message to principals to break away from the “bad habits” of exchanging money and gifts and lists, and to aim to restore trust. Superintendent Tsubota Tomohiro: “We need to be reborn in order to get out of this situation. I would like to work hand in hand with you all and push forward with reforms with single-minded determination.”
