The Indonesian government is finalizing the compensation and recruitment framework for managers of the Kopdes Merah Putih, or Red and White Village Cooperatives, with Purbaya Yudhi Sadewa tasked with determining the salary structures for these positions. The initiative aims to professionalize rural cooperative management through standardized pay scales and rigorous certification processes.

The determination of salaries for Kopdes Merah Putih managers involves coordination with the Ministry of Finance to ensure that budget allocations from the state budget, or APBN, are aligned with the operational needs of the cooperatives. The compensation packages are expected to include specific salary components and standards designed to attract competent professionals to village-level management.

To ensure the integrity of the recruitment process, the government has implemented a Computer Assisted Test (CAT) for candidates applying for manager positions at both the Red and White Village Cooperatives and the Red and White Fishing Villages. This digital testing system is intended to eliminate subjective placements and prevent the practice of “titipan,” or insider appointments, which have historically affected government-linked recruitment.

Government officials have stated that the selection process is strictly merit-based. The use of the CAT system allows for real-time monitoring of scores, ensuring that only candidates who meet the required competency thresholds are selected for the roles.

Beyond the initial recruitment, the government is introducing a mandatory professional certification requirement. Managers and treasurers of the Kopdes Merah Putih will undergo certification through the National Professional Certification Agency, known as BNSP.
