The National Student Financial Aid Management Center built the National Student Financial Aid Management Information System (hereinafter referred to as the Financial Aid System) in 2013 and put it into full operation in 2018. The launch of the system has fully solved the three problems reflected in the comments of netizens.
1. The funding system includes six subsystems: preschool, compulsory education, general high school, secondary vocational school, undergraduate and postgraduate, realizing core functions such as student information management, funding project management, funding fund management, and information query. Based on student data, the funding system establishes a database of full-time students, a database of students in need, and a database of students receiving assistance, realizing the collection and management of relevant family economic conditions, personal information, and funding information of students receiving assistance from various places and schools, and achieving full coverage of education stages, schools, funding projects, students with family economic difficulties, students receiving assistance, and funding funds, making it easier for funding frontline staff to grasp the relevant student conditions and better carry out funding work.
2. The Center has promoted the connection of the funding system with the relevant information systems of the Ministry of Civil Affairs, the National Rural Revitalization Bureau, the China Disabled Persons’ Federation and other three departments, and shared data on 13 special groups, including recipients of subsistence allowances, extremely poor people, members of families on the edge of subsistence allowances, people with rigid expenditure difficulties, other low-income people, orphans, children without support, households out of poverty, households with unstable poverty alleviation, households on the edge of poverty, households with sudden serious difficulties, and people with disabilities (including students and guardians). The above data were compared with the academic records of students in all stages and the data of their guardians, and data on 13 special groups of students, including students receiving subsistence allowances, students receiving extremely poor assistance, students on the edge of subsistence allowances, students from expenditure-type difficult families, students from other low-income families, orphans, children without support, students from households out of poverty, students from unstable poverty alleviation families, students from households on the edge of poverty, students from households with sudden serious difficulties, disabled students, and children of disabled people, were generated. At the beginning of each semester, the information of the 13 special groups of students was sent to all provinces, cities, districts, counties, and schools through the funding system, and the data of special groups of students were compared and updated once a week to provide more basis for accurate identification and make the funding work more effective.
3. All localities and schools have actively carried out targeted funding work. First, the identification of students from economically disadvantaged families is accurate. All localities and schools have carried out targeted identification work on the 13 categories of special group students and other students from economically disadvantaged families issued by the center. The identification results are divided into special difficulties, difficulties, general difficulties and no difficulties. Second, the funding intensity is accurate.
