Low Applicant Pool for Top Role
Sources indicate that the number of senior Garda officers who applied for the commissioner’s position, which carries a salary of at least €314,000, was relatively low.While both serving deputy commissioners are believed to have submitted applications, several expected candidates were reportedly deterred by a important tax liability on their pensions should they secure the role and serve the full five-year term.
Pension Tax Liability Deters Senior Officers
Estimates suggest that long-serving senior officers could face a tax liability of around €500,000 if promoted to commissioner.This figure could escalate to over €1 million upon retirement after a five-year term, and in a few remarkable cases, perhaps exceed €2 million. This financial consideration appears to have substantially impacted the applicant pool.
Key candidates Emerge
The Irish Times understands that Deputy Commissioner Justin Kelly has applied for the position. Sources also suggest that Deputy Commissioner Shawna Coxon has entered the running. Ms. Coxon,who joined the garda Síochána in April 2021 after serving as deputy chief officer in the Toronto Police,declined to comment when approached by journalists last month.Mr. Kelly, conversely, has spent his entire policing career within the garda, having joined as a recruit.
