Chronic homelessness in New Plymouth has grown by 50% since the 2018 Census to reach 78 individuals in 2023, according to 1News reporting, highlighting an escalating crisis across urban centers ahead of elections. While the official district census data records a severe housing deprivation rate of less than 1.5% per 10,000 residents, shelter staff argue that official metrics fail to capture the true scale of the population sleeping rough in the region.

The Daily Realities of Rough Sleepers in Taranaki

Rough sleepers in the Taranaki region face daily challenges ranging from social isolation to strict systemic barriers that limit employment and housing. James Walker, a 50-year-old community member, spent decades out of formal work and described feeling judged by the general public as a nuisance.

Systemic Hurdles in Emergency Housing Applications

Frontline service workers point to complex bureaucratic processes as a primary obstacle keeping vulnerable people out of stable housing. Kylie Ewing, senior social services manager at the Y Taranaki, stated that Jobseeker benefit requirements force applicants to complete lengthy paperwork, including applications that span 46 pages multiple times a year. Ewing explained that individuals often experience form blindness, low literacy, and feelings of whakamā, leading them to abandon applications or miss appointments altogether.

If our purpose is to provide emergency housing to our most vulnerable, how do our policies and processes, how do they support that purpose, and are they for the people?

In addition to administrative burdens, tougher eligibility rules introduced for emergency accommodation in 2024 require ongoing proof of need. Billie Simpson, assistant regional manager for the Salvation Army’s supportive housing team, reported that demand for transitional housing remains extremely high, with multiple inquiries arriving daily despite recent Kāinga Ora and iwi-based builds.

Te Whare o Tapatahi Shelter Operations and Future Expansion

To address immediate shelter demands, Te Whare o Tapatahi opened 11 months ago at the Y Taranaki, providing meals, shower facilities, laundry, and pod-style beds for men. Ewing reported that the facility has engaged with 124 unique individuals and delivered over 6,000 services during its first year of operation. Despite these local efforts, funding costs remain the primary obstacle to keeping facility doors open and expanding services.

Ewing aims to secure funding to operate the shelter seven nights a week, establish a dedicated facility for wāhine, open a daytime wraparound support center, and eventually transition participants into papakāinga housing developments. Walker expressed a personal goal to overcome his own struggles and work alongside shelter staff to support others facing similar hardships.
