New Rule Allows DACA Recipients to Access California Health Coverage Amid Political Challenges

A new rule under the Biden administration allows certain undocumented immigrants in California to buy subsidized health plans through the state’s insurance marketplace. This change worries health leaders in California due to a Republican-led effort to stop it and President-elect Donald Trump’s plans for mass deportations.

California has around 1.8 million undocumented immigrants. Recently, the state expanded Medi-Cal, its health coverage program for low-income residents, to include undocumented immigrants of all ages. Since November, undocumented young people protected by the Deferred Action for Childhood Arrivals (DACA) policy can now purchase health insurance through Covered California. Previously, DACA recipients could only get insurance through their employers.

Covered California estimates that this change will help about 40,000 DACA recipients this enrollment season. This provides much-needed relief for freelancers, self-employed individuals, or those without other health coverage.

However, 19 Republican attorneys general from states like Alabama, Florida, Kansas, and Texas are challenging this new benefit. Without these subsidies, about 4 million people in the U.S. could lose health coverage, which may increase the number of uninsured Californians. Approximately 500,000 people have DACA status, and a report shows that 20% of them are uninsured.

Despite these uncertainties, officials from Covered California and immigration attorneys encourage eligible DACA grantees to enroll in health insurance as soon as possible. Jessica Altman, executive director of Covered California, stated that coverage is available now. She urged individuals to seek the care they need without letting future fears stop them.

Open enrollment began on November 1 and will end on January 31. To have coverage by January 1, individuals must sign up by December 31.
