New Zealand is facing a growing housing crisis, wiht rising homelessness and a disproportionate impact on pasifika communities. Critics argue that successive government policies have failed to prioritize housing as a basic human right,leading to a system driven by profit and exacerbating existing inequalities.

Rising Homelessness and Systemic Failures

According to recent reports, New Zealand’s homelessness figures are climbing, fueled by a complex interplay of factors. Dr. Anita Stanley, speaking to pacific Waves, asserts that “successive government choices and policies” have consistently failed to prioritize the housing needs of it’s citizens.

Stanley believes this prioritization failure stems from a fundamental disconnect in values. “I think that those policy choices and decisions are actually underpinned by a certain set of values that don’t recognize housing as being a human right,” she stated. She further characterized the current political landscape as one of “ego, of competition, of division, of greed and profit.”

The crisis isn’t simply a matter of insufficient housing stock; it’s a systemic issue rooted in broader socio-economic inequities. Stanley emphasizes the need to address the root causes of homelessness,stating,”We can’t talk about ending homelessness unless we also talk about ending poverty.” She advocates for a comprehensive approach that acknowledges and tackles “the different contributing factors… [and the] the structural inequities that also contribute to homelessness.”

Disproportionate Impact on Pasifika Communities

The housing affordability crisis is particularly acute for Pasifika communities in New Zealand. high rents, a scarcity of public and affordable housing options, and pre-existing socio-economic disadvantages all contribute to this disparity.

Recent data reveals alarming trends in Kāinga Ora – the government’s public housing agency – tenancy enforcement. Analysis of tenancy enforcement data by PMN (RNZ) shows Pacific families are being evicted at disproportionately high rates in specific regions.

Manurewa: Pacific families comprise approximately half of Kāinga Ora tenants in Manurewa, yet account for three-quarters of all enforcement actions.
Porirua: Similarly, Pacific people represent around half of Kāinga Ora tenants in Porirua, but constitute two-thirds of enforcement actions, including tenancy terminations.

While Kāinga Ora maintains it applies its policies “in a fair and consistent way in communities around the country,” the data suggests or else.Kāinga Ora spokesperson Nick Maling has stated that ending a tenancy is “never made lightly, especially when children and young people are involved.” Though, the statistical disparity raises serious questions about equitable request of these policies.

Government Response and Future Directions

Associate Minister for Housing Tama Potaka acknowledges the issue of homelessness and outlines the government’s efforts to address it. He highlighted initiatives such as building 500 new social homes in Auckland, investing in Māori housing, and “resetting the housing system” (Morning Report, July). Potaka also emphasizes the importance of economic growth and job creation as part of the solution.

However, Dr. Stanley argues that a fundamental shift in approach is required.She calls for policymakers to move beyond rhetoric and implement “actions and policies that reflect those values” of prioritizing housing as a human right.

Addressing the crisis requires a holistic strategy that tackles not only the symptoms of homelessness but also the underlying structural inequities that contribute to it.
