YouTube’s recommendation algorithm is exposing users to pro-tobacco and nicotine content, despite the platform’s stated policies against promoting harmful substances, according to a new investigation by the French digital rights organization La Quadrature du Net.
The investigation, published on April 16, 2026, found that users searching for fitness content, sports highlights, or wellness advice were frequently directed toward videos glorifying nicotine pouches, vaping, and tobacco use — often framed as symbols of masculinity, independence, or athletic performance.
Researchers analyzed over 500 recommendation trails originating from neutral search terms such as “home workout routine,” “running motivation,” and “mental health tips.” In 68% of cases, within three recommended videos, users encountered content depicting nicotine product use as empowering or aspirational, particularly among young male audiences aged 18 to 24.
Algorithmic Amplification of Harmful Messaging
La Quadrature du Net’s report highlights how YouTube’s engagement-driven recommendation system prioritizes watch time over content safety, allowing niche but highly engaging pro-nicotine content to gain traction through suggestive thumbnails, emotive storytelling, and associational branding with extreme sports or military aesthetics.
Industry Response and Regulatory Scrutiny
In response to the findings, YouTube stated that it prohibits content that encourages or depicts the use of tobacco products, including nicotine pouches and vaping devices, especially when targeting minors. The platform said it has removed thousands of violating videos in the past year and continues to improve its detection systems.
However, researchers noted that much of the problematic content avoids direct violation by using coded language — such as referencing “focus aids,” “stress relievers,” or “performance enhancers” — while showing product use in contexts associated with endurance, discipline, or rebellion.
Broader Implications for Digital Platforms
The investigation adds to growing concerns about how algorithmic curation on major platforms can inadvertently promote harmful behaviors under the guise of lifestyle or self-improvement content. Similar patterns have been observed with gambling, extreme dieting, and supplement misuse.
Regulators in the European Union are reviewing the findings under the Digital Services Act, which requires large platforms to assess and mitigate systemic risks, including those related to public health. France’s audiovisual regulator, ARCOM, has opened a preliminary inquiry into whether YouTube’s recommendation practices contribute to the normalization of nicotine use among youth.
Market Impact and Public Health Concerns
While no specific nicotine brands were named in the report, industry analysts say the visibility gained through algorithmic recommendations could influence consumer perception, particularly in markets where nicotine pouches are growing as a smokeless alternative to cigarettes. Global sales of nicotine pouches exceeded $3.5 billion in 2025, according to Euromonitor International, with strong growth in Europe and North America.
Public health experts warn that normalizing nicotine use through lifestyle content risks undermining decades of tobacco control progress, especially if young users perceive these products as harmless or beneficial.
La Quadrature du Net called for greater transparency in recommendation algorithms, independent audits of content pathways, and stronger enforcement of existing policies against the glorification of substance use.
