UN Report: North Korean Troops Bolster Russia’s War Effort in Ukraine
Updated May 31, 2025
A United Nations report indicates Russia has deployed thousands of North Korean soldiers and weaponry to Ukraine,
according to a multilateral sanctions monitoring team. The report, released Thursday, exposes Moscow’s reliance
on Pyongyang and details numerous “unlawful activities.”
The Multilateral Sanctions Monitoring team, which includes the U.S., the United Kingdom, and Japan, estimates
that Kim Jong-un‘s regime supplied over 11,000 troops, at least 100 ballistic missiles, and as many as 9
million rounds of mixed artillery and multiple rocket launcher ammunition in 2024. This military assistance
highlights the complex geopolitical landscape and the evolving dynamics of the conflict.
The report states this “unlawful cooperation” has bolstered Moscow’s capacity to intensify missile attacks
against Ukrainian cities, including strikes targeting critical civilian infrastructure. An additional 3,000
North Korean troops where reportedly deployed to Russia between January and March 2025, further solidifying the
military alliance.

In return, Moscow is reportedly supporting Pyongyang’s ballistic missile programs, leading to advancements in
missile guidance performance. Russia is believed to have supplied North Korea with air defense equipment,
anti-aircraft missiles, and advanced electronic warfare equipment, according to the report.
The UN team found evidence of numerous violations of UN Security council Resolutions, including arms transfers,
Russian training of North Korean forces, and the supply of refined petroleum to north Korea exceeding UNSC
limits. The report concludes that North Korea and Russia intend to continue and deepen their military
cooperation, defying relevant UN Security Council resolutions.
North Korea confirmed in April that its troops were fighting alongside Russian forces in Ukraine, claiming they
helped Moscow regain control of the Kursk region. kim Jong-un ordered the troop deployment under a mutual
defense pact signed with Russian President Vladimir Putin in June 2024. The treaty includes a pledge of mutual
defense if either country is attacked.
The North Korean Central Military Commission stated that the operation to regain control of Kursk had been
“victoriously concluded” and that it was “an honor to have an alliance with such a powerful state as the
Russian Federation.”
“They who fought for justice are all heroes and representatives of the honor of the motherland,” Kim was
quoted as saying.
Putin said in April that north Korea had “acted on a sense of solidarity, justice and genuine comradeship.”
Both North Korea and Russia have denied any transfer of arms, despite mounting evidence.
The UN report surfaces as Russian missile and drone strikes persist across Ukraine. Uncertainty looms over
Kyiv’s participation in proposed peace talks in Istanbul next week.Russia insists it is indeed ready for peace talks
amid ongoing conflict, seeking discussions on the war’s “root causes,” including demands for Ukraine to cede
territory, disarm, and abstain from military alliances with the West.
Amid the ongoing conflict, Russian attacks reportedly killed at least two people, including a 9-year-old girl,
Ukrainian officials said Saturday. Ukraine’s air force reported that Russian forces launched around 109 drones
and five missiles overnight and into Saturday.
Andrii Yermak, a senior adviser to President Volodymyr Zelenskyy, announced Friday that Kyiv is prepared to
resume direct peace negotiations with Russia in Istanbul on Monday, contingent upon the Kremlin delivering a
promised memorandum outlining its stance on ending the conflict.
russia, which initiated the war by invading Ukraine in 2022 and currently occupies about a fifth of its
territory, asserts it will not halt its assaults until its conditions are met. The Kremlin demands that Ukraine
never join NATO, accept permanent “neutrality,” and relinquish its claim to four territories in the east that
Russia illegally annexed.
Kyiv views these demands as a surrender that would leave it vulnerable to future Russian aggression. The
international community closely monitors these developments, as the role of North Korean troops
and weapons in the conflict continues to evolve.
What’s next
The international community awaits further developments in the proposed peace talks and monitors the ongoing
military cooperation between North Korea and Russia, as the conflict in Ukraine continues to evolve.
