Residents of the Chalets district in Toulouse are protesting against the noise and odors emanating from two local establishments. The city is working to balance economic activity with the neighborhood’s tranquility.
We can’t take it anymore!
said one resident. There is noise, deliveries at any time of the day and night, the street is blocked by vehicles, trash cans are stored on the sidewalk, foul smells are broadcast in quasi-permanence by ventilation. It is no longer tenable!
Members of the Chalet-Roquelaine district committee and two resident groups have appealed to the city hall, but they say their concerns have not been addressed. They claim that a restaurant-kitchen, Popafood, located on avenue Honoré-Serres, and another establishment on Cabanel street, are disrupting the lives of local residents.
Popafood opened before 2023. Residents say that despite complaints to the city, they have not received updates regarding a hygiene inquiry on Oct. 17, 2024, or police intervention following noise complaints.

A spokesperson for the neighborhood committee said a meeting took place Dec. 5, 2024, between a neighborhood official and one of Popafood’s founders, but residents have received no updates. The spokesperson questioned whether this was negligence or an attempt to wear down residents, asking, Do business leaders have all the rights?
A few hundred meters away, on rue Saint-Germier, another establishment, opened by the comedy duo Les Chevaliers du fiel, has also drawn opposition.
opponents claim the restaurant opened in 2022 without the building permit granted by the town hall describing the real project of its owners.
They allege, The project did not integrate into the file the existence of a enclosed garden located on another plot at the back of the restaurant, did not declare the demolition of the separation wall, or the non -compliant construction of two bullets and a veranda, and did not indicate the will to receive the public on this space.
Barbecues and Pétanque Games?
Residents claim that for more than 18 months, the establishment organized barbecues and pétanque games without permission, despite reports to the city hall.
residents say that when the weather was mild, dozens of people gathered during the week, on weekends, at noon, in the evening
in what should have remained a haven of peace
to eat, drink, play pétanque, discuss, and laugh, causing an incessant hubbub.
City Hall and Court Involvement
The mayor of Toulouse was notified in July 2023, and the administrative court was involved on Nov. 10, 2023, to ensure that all the measures necessary to put an end to the offenses and nuisances
were taken. However, residents say that despite the neighborhood official appearing to listen, no action has been taken.
Popafood Responds
The owner of Popafood responded to the residents’ concerns, saying,
I do not have many comments to make,as it’s been three years that we are there,we are working,we try to work in any case. The residents talk about noise, smell of nuisance. They can say and write what they want. They seem to forget a little quickly that there have been catering activities here for several years. We have all the necessary authorizations.
