The Oficina Nacional de Procesos Electorales (ONPE) concluded the processing of 100% of electoral tally sheets for 89,935 voting tables nationwide following the regional and municipal elections held on October 4, 2026, according to official reports from Agencia Andina and El Comercio Perú.
National Tally Sheet Processing Reaches Completion
Of the total processed records across 125 decentralized offices, ONPE reported that 96.7% were counted directly into the general results. The remaining records face administrative hurdles due to discrepancies or challenges. Agencia Andina noted that these pending documents involve arithmetic errors, missing signatures, illegible entries, or formal requests for nullity.
Electoral authorities transferred those contested records to local Jurados Electorales Especiales (JEE) for formal evaluation. Willax reported that once tribunal courts resolve each case, the valid votes from those tables will be added to the final consolidated tally.
A Tight Mayoral Race in Lima Metropolitana
In Lima Metropolitana, official ONPE results covering 92.896% of tally sheets showed a narrow contest between Renovación Popular and Avanza País. Willax detailed that Renovación Popular, led by Rafael López Aliaga, secured 27.711% of valid votes, totaling 1,447,500 ballots. Avanza País, led by Francis Allison, followed closely with 26.833%, gathering 1,401,653 valid votes.
Infobae highlighted that the margin between the two leading parties remained fixed at 0.862 percentage points. Representatives for Avanza País argued that the race remained undecided because more than 500,000 ballots still awaited final evaluation and incorporation by election boards. Francis Allison stated that the difference of 44,900 votes against Rafael López Aliaga did not yet define the election.
Regional Outcomes and Voter Fragmentation
Outside the capital, regional voting patterns showed sharp division among the electorate. In Arequipa, Manuel Vera Paredes of Fuerza Arequipeña secured the provincial mayoral seat with 16.8% of the vote amid an 18-candidate field, according to analysis published by Encuentro. The outlet noted that over 80% of participating voters cast ballots for alternative candidates, illustrating widespread political fragmentation in regional contests.

Resolution of Pending Electoral Appeals
Jurados Electorales Especiales must issue administrative resolutions for all observed and challenged tally sheets. Parties retain the right to appeal these local decisions to the full assembly of the Jurado Nacional de Elecciones (JNE), which functions as the final and definitive authority in electoral justice.

The ONPE will execute the final directives issued by the JNE to certify the election of more than 13,000 regional, provincial, and district authorities nationwide.
Digital Transparency and Legal Frameworks
The ONPE highlighted the effectiveness of its digital platforms and verification systems, which allowed citizens to check digitized tally sheets and escrutinio progress in real time using a DNI or table number. Meanwhile, the legal defense for Renovación Popular based its position on article 24 of the Ley Orgánica de Municipalidades, which dictates that the primary qualified council member steps in to replace the mayor if a vacancy or absence occurs.
