OpenAI CEO Sam Altman has issued a formal apology to the community of Tumbler Ridge, British Columbia, for the company’s failure to alert law enforcement about concerning online activity linked to the suspect in a February mass shooting that killed eight people.

In a letter dated Thursday and shared publicly on Friday, Altman expressed his deepest condolences to residents affected by the tragedy. He stated that OpenAI had identified and banned a ChatGPT account belonging to 18-year-old Jesse Van Rootselaar in June of the prior year due to problematic usage but did not refer the account to authorities at the time because it did not meet the company’s threshold for a credible or imminent plan for serious physical harm to others.

Altman said he delayed issuing a public apology to allow time for the community to grieve, emphasizing that while words could never be enough, an acknowledgment of the company’s shortcomings was necessary to recognize the harm and irreversible loss suffered.

While I know words can never be enough, I believe an apology is necessary to recognize the harm and irreversible loss your community has suffered.

The letter was posted on the social media channels of British Columbia Premier David Eby and also appeared on the local news website Tumbler RidgeLines. OpenAI confirmed the authenticity of the letter but declined to provide further comment beyond Altman’s statement.

According to police reports cited in multiple news outlets, Van Rootselaar killed her 39-year-old mother, Jennifer Jacobs, and 11-year-old stepbrother, Emmett Jacobs, at their home in northern British Columbia on February 10 before proceeding to Tumbler Ridge Secondary School, where she opened fire, killing five children and an educator before taking her own life. Twenty-five additional people were injured in the attack, marking one of the deadliest mass shootings in the province’s history.

Context on OpenAI’s Safety and Reporting Practices

The incident has renewed scrutiny over how AI companies monitor and respond to potentially harmful user behavior. OpenAI stated that its abuse-detection systems flagged the account in question, but internal evaluation concluded the content did not rise to the level requiring legal referral under its existing policies at the time.

Altman has previously testified before U.S. Senate committees on AI safety and regulation, including a hearing in May 2025 where he discussed the responsibilities of AI developers in preventing misuse of their platforms. The Tumbler Ridge case has become a focal point in ongoing debates about the ethical and legal obligations of technology firms to intervene when user activity suggests a risk of real-world violence.

As of the date of this report, OpenAI has not announced any changes to its internal thresholds for reporting suspicious accounts to law enforcement. The company continues to rely on a combination of automated detection and human review to assess potential risks, though the effectiveness and transparency of these processes remain under public and regulatory examination.
