Set in Raqqa in 2017, the film follows haibala, a Russian spy tasked by the KGB with locating “the Jordanian,” a high-profile ISIS leader.Together, Malika, a Spanish nurse working for European intelligence, arrives in the war-torn city with the same objective. Operating independently and in secrecy amidst fear, violence, and religious extremism, their paths unexpectedly cross, escalating the risks of their respective missions.
haibala infiltrates ISIS’s inner circle through an alliance with a high-ranking commander. Malika gains access to the caliphate’s elite through her medical work. Both must gather intelligence while evading constant surveillance and suspicion. A seemingly insignificant clue from a defective loudspeaker in a mosque brings them closer to their target, but the danger remains ever-present.
Despite their shared goal, haibala and Malika risk exposing each other, their conflicting approaches and overlapping trails creating further complications. As distrust grows, their missions spiral out of control, transforming the hunt for “the Jordanian” into a test of morality.
Review: A Brave Exploration of a Tough Subject
Herrero tackles a politically charged subject in “Operation: Raqqa – In the Shadow of ISIS,” placing two spies in a moral minefield within ISIS territory. The film excels in its atmospheric density and oppressive backdrop, effectively recreating Raqqa through locations in Morocco and Spain. The film depicts both calculated violence and profound despair.
While some critics note occasional lapses in dramaturgical focus and narrative clarity, the film’s strong performances and visual sensitivity create an emotionally resonant experience.Rather than relying on conventional espionage tropes, Herrero crafts a personal drama set against the backdrop of war, questioning Western strategies and highlighting individual responsibility. The dynamic between haibala and his assigned companion generates a compelling ambivalence.Despite minor narrative flaws, “operation: Raqqa” stands as a courageous and relevant contribution to contemporary political cinema.
