African National Congress Eastern Cape chairperson Oscar Mabuyane stated that where electoral outcomes create circumstances in which progressive forces can co-operate in exercising municipal state power, we must first ask whether there is a programme around which we can govern together, according to reporting by TimesLIVE. Mabuyane opened the door to the ANC and the South African Communist Party establishing local coalitions following the November 4 local government elections.

The ANC enters the upcoming local government contest from a position of historic vulnerability, plagued by factionalism and a trust deficit with voters, Mabuyane acknowledged.
