Oscar Mutebi, a Private Secretary at State House and Personal Assistant in the Office of the Presidential Envoy on Political Affairs, is implementing a series of grassroots community and educational initiatives in rural Masaka, Uganda. According to reporting from Watchdog Uganda, Mutebi is leveraging his position within President Yoweri Kaguta Museveni’s national leadership to provide technology, mentorship, and material support to local institutions like St. Mugaga Secondary School.

Educational Technology and Global Exposure at St. Mugaga Secondary School

Mutebi donated a large flat-screen television to St. Mugaga Secondary School, a gesture supported by former Vice President Edward Kiwanuka Ssekandi. The equipment was intended to move student learning beyond textbooks by allowing them to track global news and current events. The donation was used by the student body to watch World Cup matches, which the school’s leadership says helped connect rural students to international events.

Deo Ssembatya, the Head Prefect of St. Mugaga Secondary School, stated that the intervention changed how students perceive their education.

“I had watched World Cup games on small phones before, but seeing the players on a big screen at school made me feel part of the global tournament,” Ssembatya said. “Mr. Mutebi taught us that education is not only about books—we must know what is happening in the world.”

Former Headteacher Ms. Peace Magoba reported that Mutebi’s contributions extend beyond technology. She noted that he has provided sports jerseys, professional attire for teachers, and ongoing mentorship to the school community. Magoba stated that these actions demonstrate a commitment from national leaders to remain connected to the institutions preparing Uganda’s next generation.

Connection to the Ssekandi Political Legacy

Mutebi’s approach to leadership is tied to his upbringing in Kyanamukaka, the home constituency of the Ssekandi family. He was mentored by Edward Kiwanuka Ssekandi, who served as the Vice President of Uganda and currently holds the role of Presidential Envoy on Political Affairs. Ssekandi’s career included tenures as a lawyer, Makerere University lecturer, Member of Parliament for Bukoto Central, and Speaker of Parliament.

Observers indicate that Mutebi has adopted Ssekandi’s focus on civic duty and institutional stability while shifting the application toward the specific needs of younger generations in rural areas.
