The Enforcement Directorate (ED) conducted searches targeting companies and individuals linked to the production of Kattha, a substance derived from Khair wood used in paan (betel quid) and Ayurvedic medicine. thes searches were prompted by allegations that the entities were procuring wood from suspects connected to the Padgha ISIS module.some recovered wood was handed over to the forest department on Thursday, December 7, 2023.

A chargesheet filed by the NIA names 21 individuals accused of conspiring to recruit and radicalize vulnerable youth, and fabricating improvised explosive devices (IEDs).
The “Liberated Zone” of ‘Al Sham’
According to the NIA, the accused declared Padgha village a “liberated zone” named ’Al sham,’ and actively encouraged impressionable Muslim youth to relocate there to strengthen their base. This suggests a deliberate attempt to establish a physical stronghold for their activities.
Khair Wood and Kattha: A Lucrative Industry
Acacia catechu, known locally as Khair, is a valuable tree species. Its wood is the primary source of Kattha, a tannin-rich extract with notable commercial value. Kattha is a key ingredient in paan, a popular chewing substance in South Asia, and is also used in customary Ayurvedic medicine for its astringent and medicinal properties.
The illegal harvesting of Khair wood poses a threat to forest ecosystems and represents a significant economic loss for the government. The connection to a suspected terrorist institution raises concerns about the potential use of profits from illegal activities to fund further operations.
Legal Proceedings and Charges
The NIA has filed a chargesheet against 21 individuals, alleging conspiracy to recruit and radicalize youth into ISIS ideology and the fabrication of IEDs. The ED’s investigation focuses on the financial aspects of the case, tracing the flow of funds and identifying those involved in the illegal wood trade.
