Based in Northern Ireland, COPE operates on both sides of the border, tracking individuals through encrypted messaging apps such as WhatsApp over periods lasting several months. During a late-night operation outside a shopping centre car park in Northern Ireland, half a dozen men wearing tactical vests and branded hoodies surrounded a middle-aged man with his back to the wall. The group confronted the target, asserting that he had arrived to meet a 14-year-old girl with whom he had corresponded for months. No minor was present, as the account had been operated throughout by an adult decoy working with COPE. The encounter was broadcast live on the group’s Facebook page, where the leader, using the pseudonym Jay Hunter, barked questions at the target. The livestream featured a dedicated following community flooding the feed with comments expressing support and condemning the man’s alleged actions. Hunter questioned the target using reams of printed chat logs neatly organized in a folder, which the group subsequently handed over to the Police Service of Northern Ireland (PSNI) alongside a USB stick containing related data.

Decoy Guidelines and Grooming Red Flags

The decoy who operated the account used the name Julie and told Prime Time that COPE enforces strict guidelines for online conduct. Decoys are barred from making the initial contact request and must disclose an age of 12, 13, or 14 within the first three messages. Julie stated that decoys must never initiate sexual conversations or use sexually suggestive language. In this case, the target initiated a grooming process over several months that began with casual daily chatter. Chat logs show the conversation progressing toward red flags, including instructions from the man on how to lock the chat so his actions would remain hidden from a mother. The discussions later moved to suggestions that he teach the decoy about adult intimacy. Messages revealed arrangements for a public meeting followed by a return to the man’s home, where he asked the decoy to wear short pyjamas so they could lie in bed together.

Criticism Over Real-Time Social Media Trials

While COPE has conducted hundreds of similar stings, the practice faces sharp criticism from child protection advocates regarding due process and human rights. The targets subjected to these public confrontations are not arrested, charged, or convicted at the scene, nor are they advised of their rights or interviewed under caution. Critics point out that these livestreams amount to a form of real-time trial by social media, with videos remaining online unless authorities request their removal. When questioned about the loss of the presumption of innocence, Jay Hunter defended the group’s methods to Prime Time. “We know the charges that he’s facing,” Hunter said. “He knows the charges that he’s facing. And people say, yes, ‘innocent until proven guilty’, but we’re handing the authorities every single proof that we have that he has been talking in a sexual nature to innocent children online.”

Concerns Raised by Child Protection Experts

Established child protection professionals have raised significant concerns regarding the aggressive language and confrontational demeanor often displayed by hunter groups during stings. Mick Moran, CEO of the Irish Internet Hotline and a 30-year veteran of child protection work with An Garda Síochána and Interpol, criticized the treatment of targets during these operations. “What’s very sad about that is the way they treat the people, the way they speak to them, the way they drive them down into the ground, the way they treat them,” Moran told Prime Time. “Among teams that I would have managed in this space, I wouldn’t tolerate that type of language. You learn to treat them with human rights at the centre of it.”
