——Overview of Diqing Prefecture’s promotion of ecological civilization construction and integrated development of ethnic unity and progress
In recent years, Diqing Tibetan Autonomous Prefecture has always taken the forging of a strong sense of community for the Chinese nation as the main line, unswervingly practiced the concept of “Green water and green mountains are gold and silver mountains”, firmly followed the path of high-quality green development, and embarked on a new path with beautiful ecology, prosperous people, ethnic harmony, unity and stability, playing a harmonious melody of the integrated development of national unity and progress and ecological civilization construction.
Create a “high-value” ecological environment
Walking into the Xiangguqing area of Baima Snow Mountain National Nature Reserve, you will see mountains and green trees, like a mysterious natural kingdom. It is located in the core area of the “Three Parallel Rivers” World Natural Heritage and is the habitat of about 60% of the world’s Yunnan snub-nosed monkeys. The Yunnan snub-nosed monkey has an upturned nose, pink lips and big eyes. It is a first-class rare and endangered protected animal unique to my country. It lives in high mountain forests at an altitude of 2,500 to 4,700 meters. And this magical land is precisely because of the special guardian that allows the Yunnan snub-nosed monkey to live safely.
“We get up earlier than the monkeys and sleep later than them.” As soon as the sun rose, monkey keeper Yu Jianhua packed his bag and set off towards the depths of the mountains. In the mountains, Yu Jianhua guarded the surroundings of the Yunnan snub-nosed monkeys, feeding them food such as lichen and apples. Once he found that the monkeys were in a bad mental state, he would immediately contact the nearby wildlife rescue station.
Yu Jianhua, 72, is a member of the monkey protection team in Xiangguqing area of Baima Snow Mountain National Nature Reserve. In the past, many local villagers went up the mountain to hunt and cut down trees, which affected the habitat of the Yunnan snub-nosed monkey and the protection situation was very serious. After the establishment of Baima Snow Mountain Nature Reserve in 1983, villagers who had made a living by hunting for generations embarked on the road of protection. So far, the population and total number of Yunnan snub-nosed monkeys in Baima Snow Mountain National Nature Reserve have increased from about 540 monkeys in 7 monkey groups in 1985 to about 2,180 to 2,830 in 14 populations, accounting for 65% of the number of Yunnan snub-nosed monkeys in China.
Like Yu Jianhua, people of all ethnic groups in Diqing guard the ecological barrier of the southwest of the motherland day and night. Diqing Prefecture is located in the hinterland of the “Three Parallel Rivers” World Natural Heritage Site and is the core area of the ecological barrier on the southern edge of the Qinghai-Tibet Plateau. There are 7 nature reserves in the prefecture, with a total area of 1.0044 million hectares, accounting for 43.32% of the prefecture’s land area. There are 641 species of wild animals in the prefecture, accounting for 45.2% of the province’s total biodiversity, and it is one of the 34 biodiversity hotspots in the world.
In recent years, Diqing Prefecture has mobilized people of all ethnic groups to jointly fight eight iconic battles to defend blue skies, clear water, pure land and pollution prevention and control, consolidate the responsibility system of the river (lake) chief system and forest chief system, and continue to do a good job in the Yangtze River ” “Ten-Year Ban on Fishing”, implement natural forest protection, biodiversity protection, wetland protection and restoration and other projects, increase the protection of ecosystems in key ecological functional areas, resolutely build an ecological security barrier in the upper reaches of the Yangtze River, and continue to improve the quality of the ecological environment. The ratio of days with good air in cities across the state is 100%, ranking first in the province. At the same time, we actively carried out joint construction of ecological civilization construction demonstration villages, towns, counties and cities, and prefectures at the four levels, which effectively made up for the shortcomings and weaknesses of the ecological environment, and achieved remarkable results in the creation of demonstrations. In November 2022, Diqing Prefecture was named a national ecological civilization construction demonstration area by the Ministry of Ecology and Environment, and in February 2023, it was named a provincial ecological civilization construction demonstration area by the Yunnan Provincial Department of Ecology and Environment. In October 2023, Weixi Lisu Autonomous County was named as the seventh batch of national ecological civilization construction demonstration areas. Deqin County and Weixi County were named provincial ecological civilization construction demonstration areas.
Sing the song of prosperity for people of all ethnic groups
“Being wealthy on your own is not the real wealth. Leading the people of your hometown to become rich together is the real wealth.” With this belief, Yu Wenguang founded the Weixi Wuan Agricultural Materials Trading Company in Qizong Village, Tacheng Town, Weixi County in 2015. He successfully built a demonstration base for the cultivation of Fritillaria duniflora through land transfer, and is determined to lead the people to become rich together.
Walking into the Chinese medicinal materials planting and processing base, what comes into view is a green and vibrant scene. Tibetan, Lisu and Naxi villagers are busy in the fields.
“Paris japonica usually grows in deep mountains and valleys, and the climate conditions in the Zong Village are just right.” Yu Wenguang said that relying on the unique natural resources and excellent ecological environment, Paris japonica was able to take root here. Today, this large-scale Paris japonica planting demonstration base has become a “green bank” for local people.
In 2022, the company’s employment covered 6 villager groups in Qizong Village, leading villagers to plant more than 120 mu of Chinese medicinal materials, benefiting 60 farmers and 216 people. In 2023, the company’s sales exceeded 10 million yuan, and the purchase payment of Chinese medicinal materials products paid to growers reached 2.1 million yuan. The average income of growers increased by 8,000 yuan, bringing 480,000 yuan of income to the village collective economy, making the people’s “purses” bulge.
Yu Wenguang’s story of planting Dendrobium officinale is a microcosm of the whole prefecture practicing the “Two Mountains Theory” while protecting the ecological environment. In recent years, Diqing Prefecture has continuously broadened the value realization channels of ecological products, promoted the “high value” of green waters and green mountains to the “high value” of gold and silver mountains, and effectively promoted the transformation between the “two mountains”. The planting of Chinese medicinal materials is one of the green development paths that fits the state. So far, Diqing Prefecture has planted nearly 20 kinds of major home-grown medicinal materials such as Yun Angelica, Yun Muxiang, and Qinjiao. More than 10 kinds of wild domesticated medicinal materials such as Boleng melon seeds and Taoerqi are planted; more than 10 kinds of raw plant medicinal materials with high economic value such as Rhodiola rosea and Taxus chinensis. The Tibetan medicine produced includes 7 flagship products such as 25-flavor pine stone pills, 25-flavor pearl pills, 25-flavor coral pills, and 70-flavor pearl pills. In 2023, the planting area of Chinese medicinal materials in Diqing Prefecture will reach 125,800 mu, with an output of about 47,600 tons and an annual output value of about 843 million yuan.
Draw a concentric circle of national unity
The Tuoluoding Villager Group belongs to Tacheng Village, Tacheng Town, Weixi County. It has a total of 38 households. The entire area is mountainous with numerous peaks. The group is mainly inhabited by the Lisu ethnic group. However, the Lisu people here live in Tibetan-style houses. All houses are mainly made of wood and stone, and the layout of the houses is staggered and distinctive.
“Although most of the residents of Toluoding are Lisu, they are all accustomed to living in Tibetan-style stone houses.” Yongzhong, a Lisu resident who had just returned from the fields, carried a backpack and enthusiastically introduced to reporters that here, various ethnic groups blend with each other, and in terms of decoration style, people are not bound by form, but pay more attention to convenience, practicality and beauty.
“When I was very young, I began to learn the languages of other ethnic groups in the village, as well as their dances and folk songs.” Yongzhong said that she also has several sets of traditional costumes of different ethnic groups. Whenever there is a festival of different ethnic groups, she will wear the corresponding costume to celebrate.
The Lisu people in Toluoding not only live in Tibetan-style stone houses, but also speak Tibetan, perform the string dance, drink butter tea, and intermarry with Tibetans. The Lisu culture and Tibetan culture blend with each other and coexist harmoniously.
“In the string dance competition that just ended in the town, the Toloding team won the first place, and all the team members are Lisu,” Yongzhong said excitedly. Speaking Lisu, performing Tibetan etiquette, and dancing Naxi dance have become a true portrayal in Toloding.
In addition to traditional crop planting, Tuoluoding increases income by planting Chinese medicinal herbs and raising cattle. After their living conditions improve, the villagers spontaneously form dance teams, wearing festive costumes of different ethnic groups to celebrate various festivals.
Toloding is a typical example of the exchanges and integration of all ethnic groups in Diqing Prefecture. Diqing is a typical place where multiple ethnic groups live together and multiple cultures blend. It is the common home of 391,000 people of all ethnic groups. The exchanges and integration between ethnic groups have never stopped. In order to forge a strong sense of community for the Chinese nation and safeguard national unity and ethnic unity, it has created a national Diqing model. In January 2021, Diqing Prefecture was named “National Model Prefecture for Ethnic Unity and Progress” by the State Ethnic Affairs Commission. The Shangri-La City and Deqin County under its jurisdiction have successively been named “National Model County (City) for Ethnic Unity and Progress”.
In recent years, Diqing Prefecture has vigorously implemented the “Heart-nourishing Project” and the “Branch and Trunk Strengthening Project” to build a common spiritual home for the Chinese nation by strengthening ideological education, enhancing Chinese cultural identity, and promoting language and writing communication. It has gathered ideological consensus among people of all ethnic groups, built a spiritual home shared by the Chinese nation, and called for “supporting the core and turning your heart to Beijing”. We have carried out in-depth “Three Plans for Red Pomegranates in the Hinterland of Sanjiang” and the “Three Plans” of exchanges among young people of all ethnic groups, embedded development of people of all ethnic groups, and tourism to promote exchanges, exchanges and integration among all ethnic groups, built a platform for exchanges, exchanges and integration, and promoted extensive exchanges, comprehensive exchanges, and in-depth integration among people of all ethnic groups. We have continued to maintain a good situation of social stability, healthy economic development, continuous improvement of people’s livelihood, strengthening of environmental protection, and national unity and progress. Especially with the advent of the “high-speed rail era”, the sense of gain, happiness, and security of people of all ethnic groups has been significantly enhanced.
