Updated august 26, 2024, 12:59:43 PM PST - Pakistan is taking measures to stabilize domestic sugar prices, including importing sugar through the trading Corporation of Pakistan (TCP) and investigating potential market manipulation.
The Situation: Soaring Sugar Prices
Pakistan has been experiencing rising sugar prices, prompting government intervention. The situation is complex, involving concerns about supply, hoarding, and potential cartelization within the sugar industry.
Government Intervention: Imports and Oversight
the Trading Corporation of Pakistan (TCP) initiated the purchase of white sugar on the international market. as of tuesday, August 20, 2024, TCP had purchased an initial 30,000 tonnes of white sugar through an international tender, with plans to acquire around 200,000 tonnes in total as reported by European traders. This move aims to increase supply and moderate prices.
On July 8,2024,the government authorized the TCP to procure 200,000 tonnes of sugar according to Dawn. The initial target for sugar procurement was increased to 85,000 tonnes.
Beyond imports, the government has implemented stricter monitoring of sugar stocks and placed some unidentified mill owners on the Exit Control List (ECL) in an effort to stabilize rates.
Allegations of Cartelization and Legal Action
The Competition commission of Pakistan (CCP) is currently hearing a case involving 79 sugar mills and the Pakistan Sugar Mills Association (PSMA) regarding alleged cartelization. This suggests the government believes anti-competitive practices might potentially be contributing to the price increases.
Historical context and Sugar Production in Pakistan
Pakistan is a significant producer of sugarcane, but sugar production and pricing are often subject to political and economic pressures. Fluctuations in global sugar prices, weather patterns affecting sugarcane crops, and government policies all play a role. The PSMA represents the interests of sugar mill owners and wields considerable influence.
