Hanoi Conducts Land Inventory and Mapping of Current Land Use Status in 2024
The Hanoi People’s Committee has issued a plan to conduct a land inventory and map the current land use status in 2024 in the city, aiming to assess the current land use status of each administrative unit as a basis for strengthening state management of land and improving land use efficiency.
Land inventory and mapping of current land use status will be carried out citywide at all administrative levels, with communes, wards, and towns being the basic units carrying out land inventory. The results of the 2024 land inventory at the commune level will serve as the basis for synthesizing land inventory data and creating maps of current land use at the district and city levels.
Subjects of Land Inventory
There are two subjects that will be subject to land inventory: periodic land inventory and thematic inventory. The periodic land inventory includes the area of land types, land users, subjects assigned by the State for management, and the general area according to the regulations of the Ministry of Natural Resources and Environment.
The thematic inventory subjects include:
- Management and land use of golf courses
- Airports
- Landslide and sedimentation areas
- Land originating from agricultural and forestry farms
- Other local topics as a basis for implementing measures to strengthen management and improve land use efficiency for these types of land
Implementation Plan
Commune-level People’s Committees shall implement land inventory, prepare land use status maps for 2024, complete and submit a report to the District-level People’s Committee before March 15, 2025. District-level People’s Committees shall implement land inventory, prepare land use status maps for 2024, complete and submit a report to the City People’s Committee before May 1, 2025. City-level People’s Committees shall complete and submit a report to the Ministry of Natural Resources and Environment before June 30, 2025.
Responsibilities
The Department of Natural Resources and Environment will organize propaganda, training, and professional guidance for the forces participating in the implementation; organize implementation, guide, urge, and inspect districts, towns, and related units to implement this plan and advise the City People’s Committee to report to the Ministry of Natural Resources and Environment on the results of land inventory and mapping of current land use status in 2024 according to regulations.
The People’s Committees of districts, towns, and cities shall establish a Steering Committee for land inventory and prepare a map of the current status in 2024 at the district level; direct the People’s Committees of communes to develop a plan for land inventory in 2024 of the locality; and be responsible for coordinating with military and police units located in their localities to determine the land use boundaries of the People’s Armed Forces and security units.
Background
On August 9, Deputy Prime Minister Tran Hong Ha signed Decision No. 817/QD-TTg approving the Project “Land inventory, mapping of current land use status in 2024”. The project aims to assess the current land use status of each administrative unit at commune, district, province, socio-economic regions, and the whole country as a basis for assessing the land management and use situation at all levels in the past 5 years.
The project also aims to propose mechanisms, policies, and measures to strengthen state management of land and improve land use efficiency. It will serve as a basis for adjusting land use planning and plans at all levels for the period 2021-2030, with a vision to 2050, and is an important basis for implementing the socio-economic development strategy, national defense, and security to 2030, with a vision to 2045.
