Pasig LGU and Ateneo IPC Digital Mental Health Registry Partnership

The City Government of Pasig and the Institute of Philippine Culture (IPC) at Ateneo de Manila University’s Dr Rosita G Leong School of Social Sciences (RGLSOSS) renewed their partnership with a memorandum of Understanding (MOU) signing on December 4, 2025, at the People’s Reception Hall in the Temporary Pasig City Hall.
The MOU supports Pasig City and Ateneo IPC’s electronic Mental Health program Registry for Universal Health Care (eMHPRe UHC) project. The Department of Science and Technology (DOST) funds the project, with monitoring by the Philippine Council for Health Research and Advancement (PCHRD). Fr Roberto C. Yap SJ, President of Ateneo de Manila University, and Hon Victor Ma. Regis N Sotto, Mayor of Pasig City, signed the document. Dr Jaime C Montoya, Executive Director of DOST-PCHRD; Dr joseph R. panaligan, City Health Officer of Pasig City; Dr Enrique Niño P. Leviste,Director of Ateneo IPC; and Mr. Lloyd Cameron, Political Counsellor for Economic and Climate of the British embassy Manila (BEM) witnessed the signing.
The eMHPRe UHC project will review policies and programs, analyze the MNS Program reporting system, and develop a prototype electronic recording and reporting system for Mental, Neurological, and Substance Abuse (MNS) programs. The project will also pilot test the system’s use.The resulting prototype will integrate as a new module of the Multi-Programme Local Mapping Tool (MuPLoMT) for non-communicable diseases (NCDs) already used in Pasig City. The British Embassy Manila supported the development of MuPLoMT in 2020.
