Singapore’s largest preschool operator, PAP Community Foundation (PCF), is celebrating 40 years of service, marked by a dedication to community service and the individuals who have contributed to its growth. The organization, which runs PCF Sparkletots Preschool and PCF Sparkle Care, began as the charitable arm of the People’s Action Party in 1986.
PCF’s early initiatives included Project Kindergarten, aimed at improving the standard of kindergarten education. The first childcare centre, PCF Sparkletots @ Telok Blangah, opened in April 1991. In 2006, the PCF Excellence Award and PCF Achievement Award were introduced to recognize the contributions of its teaching staff. PCF opened its first senior care centre, PCF Sparkle Care @ Changi Simei, on April 2, 2016.
A recent feature highlighted the dedication of two long-serving practitioners: Ms. Toh Ai Leng, a preschool educator with over four decades of experience and Ms. Yap Suat Ling, a programme coordinator in senior care. Both women exemplify the organization’s commitment to supporting individuals throughout their lives, from early childhood to later years.

Ms. Toh began her career caring for her nieces and nephews, which sparked her interest in early childhood education. Over the years, she has built trust with families, with some former students now entrusting their own children to her care. Ms. Yap transitioned from preschool education to senior care, finding purpose in helping older adults stay active and maintain their dignity.
Marini Khamis, of the PAP Community Foundation, emphasized the importance of the people who consistently dedicate themselves to service over decades. She noted that their contributions, though varied, are united by a shared impact. “This is what One Foundation. Many Dreams. Looks like – many journeys, one shared purpose,” Khamis stated.
PCF’s growth reflects its commitment to evolving with the needs of the community. From its beginnings focused on kindergarten education, the foundation has expanded to include comprehensive eldercare services and a broader range of community support programs. The organization’s 40th anniversary serves as a reminder of its enduring mission and the dedication of those who contribute to it.
