U.S. Secretary of Defense Pete Hegseth announced on Wednesday, Sept. 30, 2026, the launch of Project Meridian, a Pentagon initiative to study future combat environments and the technological capabilities required by the military. House Speaker Newt Gingrich and Palmer Luckey, the founder of defense technology firm Anduril Industries.
The 120-day initiative will be supported by a team of experts from academia, industry, and government, all operating under the direction of Pentagon CTO Emil Michael.

Scope of Future Warfare Study
Project Meridian is designed to identify the domains the U.S. must conquer and the capabilities it must master rather than producing traditional policy or strategy documents. The study’s scope extends from below the Earth’s surface to regions beyond the moon. According to a memo for Project Meridian, the project focuses on fields such as robotics and others driving changes in warfare, including:
- Artificial intelligence (AI)
- Autonomous systems
- Directed energy weapons
- Robotics
- Biotechnology
Palmer Luckey noted that the team will analyze current conflicts while seriously considering wars that must be avoided in 2030, 2050, and 2100. To oversee the development of these capabilities, the Pentagon plans to establish a new four-star command.
Musk’s Return to the Trump Administration
This appointment marks Musk’s first official advisory role in President Donald Trump’s administration since the two had a public falling out last year. Musk previously served in the government leading the Department of Government Efficiency (DOGE) before leaving in May 2025 following extensive federal spending cuts. The two have since reconciled, and Musk recently attended a White House meeting on Sept. 29, 2026, where he signed a voluntary agreement regarding AI development.
Musk and Luckey Maintain Significant Military Business Ties
The project leaders lack formal military experience; Musk previously moved from South Africa to Canada to avoid mandatory military service. However, Musk and Luckey maintain significant military business ties. Luckey’s Anduril received a $642 million contract from the U.S. Marine Corps in 2025 for anti-drone systems. Musk’s SpaceX holds multiple Pentagon contracts, including a $4.16 billion deal for satellites designed to track aerial threats.

Musk’s focus on robotics aligns with the project’s goals. Through Tesla, he is developing the Optimus humanoid robot. Tesla plans to launch a second-generation line at Gigafactory Texas in 2027 with a capacity of 10 million robots per year.
