The President’s Emergency Plan for AIDS Relief (PEPFAR) released its first quarterly data for fiscal year 2025, showing continued progress in HIV prevention and treatment efforts despite ongoing funding uncertainties, according to an analysis by the Kaiser Family Foundation (KFF) published on April 23, 2026.

The Monitoring, Evaluation, and Results (MER) data for the fourth quarter of fiscal year 2024 — which PEPFAR reports as the most recent complete quarter — indicate that the program supported antiretroviral therapy (ART) for approximately 20.1 million people living with HIV across more than 50 partner countries. This represents a slight increase from the 19.8 million reported in the prior quarter, reflecting sustained enrollment in treatment programs.

In addition to treatment coverage, PEPFAR reported conducting nearly 48.5 million HIV tests during Q4 FY 2024, a figure consistent with recent quarters and indicative of ongoing efforts to diagnose HIV early and link individuals to care. Of those tested, approximately 1.1 million received a positive result, yielding a positivity rate of about 2.3%, which aligns with historical trends in high-burden settings.

The data also show that PEPFAR-supported programs provided pre-exposure prophylaxis (PrEP) to over 3.2 million individuals during the quarter, marking a continued scale-up of this HIV prevention strategy. PrEP distribution has been a growing focus of PEPFAR’s prevention portfolio, particularly among key populations such as sex workers, men who have sex with men, and adolescent girls and young women in sub-Saharan Africa.
