Peru Courts Indian Firms to Boost Mineral Exports with Strategic Megaport Deal

Peru is accelerating its push to become a key Pacific mining logistics hub by offering its Corío megaport—a $1.5 billion infrastructure project—to Indian companies, aiming to secure a critical export route for copper, zinc, and lithium. The move follows Peru’s recent success in attracting Chinese investment for the Chancay port, and officials say the Corío project could draw interest from over 350 Indian firms already engaged in Peru’s mining sector.

A Strategic Shift in Trade Dynamics Peru’s government, through the Ministry of Foreign Trade and Tourism (MINCETUR), has positioned the Corío port—located in the northern region of Piura—as a linchpin for diversifying its mineral exports beyond traditional Asian markets. The project, slated for completion by 2028, includes a 1.2-kilometer breakwater, two container terminals, and a 400-hectare logistics zone, designed to handle up to 1.5 million TEUs (twenty-foot equivalent units) annually.

The push comes as Peru seeks to reduce its reliance on Chinese-controlled ports—such as the Chancay facility, where Chinese state-backed firms hold a majority stake—and instead attract Indian capital and expertise to strengthen ties with South Asia. Indian companies, including Adani Ports, Tata Steel, and Vedanta Resources, have been actively exploring Peru’s mining opportunities, with copper and zinc exports to India already growing by over 20% in the past year.

Why Corío? A Logistics Game-Changer for Peru’s Mining Boom Peru, the world’s second-largest copper producer and a leading zinc and lithium supplier, faces bottlenecks in its export infrastructure. The Corío port is strategically located to serve Peru’s southern mining regions—home to Las Bambas, Antamina, and Quellaveco—while offering a shorter shipping route to India compared to competitors like Chile or Australia.

Peruvian officials emphasize that the project aligns with India’s Act East Policy and its push to diversify mineral imports amid geopolitical tensions. "Corío is not just a port—it’s a gateway for Peru to become a reliable supplier of critical minerals to India," a senior MINCETUR official told reporters, adding that the government is offering tax incentives and streamlined permits to accelerate Indian investment.

India’s Growing Stakes in Peru’s Mining Sector India’s demand for copper and zinc—key inputs for its green energy transition and infrastructure projects—has surged, making Peru an attractive partner. The Corío deal also ties into Peru’s broader Inter-Oceanic Highway initiative, a $1.2 billion road network connecting the Pacific to the Atlantic via Brazil, which could further reduce transport costs for Indian-bound minerals. China’s Chancay Port vs. India’s Corío: A Balancing Act While Peru has welcomed Chinese investment in Chancay—where China Harbour Engineering Company (CHEC) holds a 70% stake—the Corío project signals a deliberate effort to de-risk its logistics dependencies. Analysts note that Peru’s strategy reflects broader Latin American efforts to diversify away from China while maintaining economic ties.

However, challenges remain. Environmental concerns over the Corío project—particularly its impact on local fishing communities—have sparked protests in Piura. India’s slower decision-making processes in large infrastructure deals could delay the project’s timeline compared to Chinese-backed ventures.

What’s Next? Peruvian authorities plan to hold a global investor summit in Lima by September 2026 to formalize partnerships for Corío, with Indian firms expected to play a central role. Meanwhile, the government is also negotiating with European and Middle Eastern investors to further diversify the port’s backers.
