The new cabinet is working in phases on new legislation regarding freelancers. To begin with, a presumption of employment must be introduced, allowing freelancers with a low hourly rate to more easily claim employee rights.
This concerns the so-called R-part of the current VBAR. The clarification part of that proposal will be scrapped. This bill must also already work with sectoral presumptions and a review committee that can make advance rulings on practical situations surrounding the hiring of freelancers.
