Miller Centre, surrounded by his family. His 77 years were marked by a commitment to the province, a tireless advocacy for Cystic Fibrosis Canada, and a deep connection to his community. A Career Defined by Provincial Leadership
Philip Wall’s professional life was almost entirely devoted to public service within Newfoundland and Labrador.He built a distinguished career within the Department of Finance,culminating in his eight-year tenure as deputy Minister. This role placed him at the heart of the province’s economic policy, navigating complex financial landscapes and contributing considerably to the development of Newfoundland and Labrador.
Beyond the Department of Finance, Wall’s leadership extended to Enterprise NL, where he served as President and CEO. This position underscored his commitment to fostering economic growth and supporting businesses within the province. His experiance in these key roles demonstrated a profound understanding of the challenges and opportunities facing Newfoundland and Labrador.
Notably, Philip Wall was a pioneer in transparency and accountability, serving as the first Commissioner appointed under the Access to Information and Protection of privacy Act. This appointment reflects his dedication to open government and ensuring public access to information – principles that remain vital today. His work laid the foundation for greater transparency in provincial governance.
A Legacy of Volunteerism: Cystic Fibrosis Canada and Beyond
While his professional achievements were considerable, Philip Wall’s impact extended far beyond the realm of government.He dedicated over 30 years to the Canadian Cystic Fibrosis Foundation, a commitment that truly defined his character. He rose through the ranks, eventually serving two terms as National president, demonstrating extraordinary leadership and a passionate advocacy for those affected by Cystic Fibrosis.
His involvement wasn’t merely administrative; he was a driving force behind fundraising efforts, awareness campaigns, and support programs for individuals and families living with the disease. The impact of his decades-long dedication is immeasurable, contributing to advancements in research, treatment, and quality of life for those with Cystic Fibrosis.
Beyond his work with Cystic Fibrosis Canada,Wall was a long-term member of the Naturals Group of the St.John’s Rotary Club and actively participated on countless boards and committees throughout his life. He was recognized for his contributions with the Queen Elizabeth II Golden Jubilee Medal, a testament to his unwavering commitment to community service. His willingness to lend his expertise and time to various organizations highlights his belief in civic engagement and collective obligation.
Family, Friends, and Remembering a Life Well-Lived
Philip Wall is survived by his loving wife of 55 years, Sylvia Wall, and his daughter, Stacy Walsh (Jim). He also leaves to mourn his granddaughter, Isabella D’agostino, and grandson, Emileo D’agostino. He is fondly remembered by his sisters, Jean Sturge (Cyril), Kathy MacKey (Gell), and Janet Parsons (David), and also his brothers, David (Mary) and Frank. His brothers-in-law, Roland Martin (Sue), Raymond martin (Angela), and Gary Martin (Debbie), along with a large number of relatives and friends – including the Critches, the Burts, the Penneys, and his special friend Laurette Paterson in Florida – will also deeply miss him.
He was predeceased by his daughter, cindy Wall, his mother, isabella wall, his father, Frank Wall, his mother-in-law, Mary Martin, his father-in-law, James Martin, and his sister-in-law, Elizabeth Wall.
Visitation and Funeral Arrangements
Visitation will be held at Carnell’s Funeral Home, 329 Freshwater Road, on Thursday, August 7th, and Friday, August 8th, from 2-9 p.m. A funeral service will take place on Saturday, August 9th, 2025, at 10:00 a.m. at the Carnell Memorial Chapel, with interment to follow in Holy Sepulchre Cemetery.
Honoring Philip’s Memory
In lieu of flowers, the family requests that donations be made in Philip Wall’s name to Cystic Fibrosis Canada. This woudl be a fitting tribute to a man who dedicated so much of his life to supporting the organization and improving the lives of those affected
