Philippines Outlines 2026 ASEAN Chairship Priorities in Singapore | ISEAS Lecture & Embassy Visit

Singapore – The Philippines outlined its priorities for its 2026 chairmanship of the Association of Southeast Asian Nations (ASEAN) during a lecture at the ISEAS–Yusof Ishak Institute in Singapore on February 6, 2026. The presentation, delivered by Philippine Foreign Affairs Secretary Ma. Theresa P. Lazaro, signals Manila’s intent to focus on regional peace, economic integration, and people-centered cooperation during its year at the helm of the influential bloc.

Secretary Lazaro framed the Philippines’ approach around what she termed the “three Ps”: Peace and Security Anchors, Prosperity Corridors, and People Empowerment. This framework, according to the Secretary, is designed to bolster ASEAN unity, foster sustainable and inclusive growth, and ensure that regional initiatives prioritize the needs of the people they are intended to serve. The articulation of these priorities comes at a critical juncture for the region, as ASEAN navigates complex geopolitical challenges and seeks to strengthen its role as a central actor in the Indo-Pacific.

The emphasis on peace and security is particularly noteworthy given the ongoing crisis in Myanmar. As the ASEAN Chair’s Special Envoy on Myanmar, Secretary Lazaro reiterated the continued relevance of the Five-Point Consensus, adopted by ASEAN leaders in April 2021, as the guiding framework for engagement with the country. The consensus calls for an immediate cessation of violence, constructive dialogue among all parties concerned, the provision of humanitarian assistance, the appointment of a special envoy to facilitate mediation, and a visit by the special envoy to Myanmar. However, implementation of the consensus has been hampered by the continued intransigence of the Myanmar military junta, raising questions about ASEAN’s ability to effectively address the crisis.

The Philippines’ commitment to the Five-Point Consensus underscores the delicate balancing act ASEAN faces in dealing with Myanmar. While the bloc has largely refrained from direct condemnation of the junta, it has also maintained pressure for a return to democratic norms and a peaceful resolution to the conflict. The Philippines, as chair, will be tasked with navigating these competing pressures and seeking a path forward that respects ASEAN’s principles of non-interference while also upholding its commitment to human rights and democracy.

Beyond Myanmar, the “Peace and Security Anchors” pillar is expected to encompass broader regional security concerns, including maritime disputes in the South China Sea. The Philippines has been a vocal proponent of a legally binding Code of Conduct in the South China Sea, and has recently reaffirmed its commitment to achieving this goal by 2026. This ambition, however, faces significant hurdles, including differing interpretations of international law and the competing claims of various claimant states, including China. Timor-Leste’s recent pledge to champion international law and freedom of navigation in the South China Sea, as reported by the Philippine News Agency, adds another layer to the regional dynamics.

The “Prosperity Corridors” component of the Philippines’ chairmanship agenda focuses on enhancing regional economic integration and promoting sustainable growth. This includes efforts to streamline trade and investment procedures, strengthen supply chain resilience, and accelerate the digital transformation of ASEAN economies. The Philippines is likely to prioritize initiatives that promote inclusive growth and reduce economic disparities within and between member states.

The final pillar, “People Empowerment,” reflects a commitment to ensuring that ASEAN cooperation benefits all segments of society. This includes initiatives to promote education, healthcare, and cultural exchange, as well as efforts to empower women, youth, and marginalized communities. The Philippines is expected to emphasize the importance of people-to-people connectivity and fostering a sense of shared identity among ASEAN citizens.

Secretary Lazaro’s visit to Singapore also included the inauguration of the new Philippine Embassy in Singapore on October 20, 2025, alongside Singapore’s Minister for Foreign Affairs, Vivian Balakrishnan. The new embassy, a symbol of the strong bilateral relationship between the two countries, will play a crucial role in advancing Philippine interests in Singapore and providing consular services to the Filipino community. Her visit also included symbolic stops at the Alkaff Bridge, representing the friendship between the two nations, and Lau Pa Sat, a local culinary landmark, highlighting the importance of cultural ties.

The Philippines’ assumption of the ASEAN Chair in 2026 comes at a pivotal moment for the organization. As ASEAN seeks to navigate a rapidly changing geopolitical landscape and address a range of complex challenges, its ability to maintain unity, promote cooperation, and uphold its core principles will be crucial. The Philippines’ focus on peace, prosperity, and people empowerment provides a framework for addressing these challenges and strengthening ASEAN’s role as a force for stability and progress in the region. The success of the Philippines’ chairmanship will depend on its ability to build consensus among member states, engage effectively with external partners, and deliver tangible benefits to the people of ASEAN.
