Philippines and US Sign GSOMIA for Enhanced Defense Cooperation
On November 18, the Philippines and the United States signed the General Security of Military Information Agreement (GSOMIA). This agreement aims to facilitate faster and easier sharing of military information and technology cooperation between the two countries.
The signing took place at Camp Aguinaldo during a visit by US Defense Secretary Lloyd Austin. The deal provides a legal framework for both nations to share classified military information while ensuring its protection according to each country’s requirements. However, the agreement does not obligate either country to share information but streamlines the process when necessary.
Discussions for the GSOMIA had been ongoing since 2021, following a commitment by Philippine leaders to modernize their defense capabilities with US support. Both countries aimed to finalize the agreement by the end of 2024.
During Austin’s visit in July 2024, he and Secretary of State Antony Blinken reaffirmed their commitment to the GSOMIA. The agreement strengthens the partnership between the Philippines and the US, which has grown significantly in recent years. The US recently offered $500 million in military financing to the Philippines and agreed to access more sites through the Enhanced Defense Cooperation Agreement.
The Philippines and the US are allies under the Mutual Defense Agreement, which now explicitly includes defense considerations in the South China Sea. This is important as China claims large areas of this region, which affect the Philippines’ economic interests.
In recognition of his efforts to strengthen US-Philippines defense ties, Austin received the Outstanding Achievement Medal from Philippine Defense Secretary Gilberto Teodoro Jr.
