Papua Gas Project: A Boost for Energy Security and Sustainability in Eastern Indonesia
Jakarta, indonesia - In a significant step towards bolstering energy security and sustainability in Eastern Indonesia, PT PLN Energi Primer Indonesia (PLN EPI) has partnered with Papua Bersama Konsorsium to develop a major gasification project in northern Papua.
The Joint Progress Agreement (JDA), signed on December 2nd, paves the way for the construction of crucial midstream LNG infrastructure to support power plants in the region. This initiative not only strengthens the national energy supply chain but also aligns with Indonesia’s commitment to cleaner, more lasting energy sources.
“This project is about more than just building gas infrastructure,” said Iwan Agung Firstantara, Director of PLN EPI. “It’s about forging strong partnerships to ensure energy security in Eastern Indonesia. With the signing of this JDA, we are confident that the next stages – design, financing, and construction – will proceed swiftly.”

The Northern Papua gasification project will support the operation of seven major power plants with a combined capacity of 168 MW. The project will require an average gas supply of 20.83 BBTUD over the next 20 years.
Two Floating Storage Regasification Units (FSRUs) will be constructed in Jayapura and Biak, along with two Onshore Storage Facilities in Manokwari and Nabire. These facilities will ensure a stable and efficient gas supply to the region.
The seven power plants set to benefit from the project include PLTMG Manokwari 2 (20 MW), MPP Nabire (23 MW), PLTMG nabire 2 (10 MW), MPP Jayapura (50 MW), PLTMG Jayapura Peaker (40 MW), PLTMG Biak (15 MW), and PLTMG Biak 2 (10 MW).
PLN EPI and Papua Bersama Konsorsium, which comprises PT Pertamina internasional Shipping, PT PGN LNG Indonesia, PT Enviromate Technology International, and PT APCA Tirta Engineering, will collaborate on all aspects of the project, from technical validation and engineering design to permitting, financial modeling, and overall project management.
