A magnitude 5.9 earthquake struck eastern Japan during the early hours of Sunday, August 23, 2026, shaking buildings across Tokyo and the Kanto region while causing minor infrastructure disruptions and localized power outages, according to the Japan Meteorological Agency.

The seismic event occurred at approximately 2:00 a.m. local time, with its epicenter located in the southern part of Ibaraki Prefecture at a depth of about 70 kilometers, according to the Japan Meteorological Agency. Meanwhile, the United States Geological Survey estimated a preliminary magnitude of 5.8 with a depth of 38 kilometers north of the city of Toride.

The tremor reached a maximum intensity of 5 weak on the Japanese seismic scale in areas of Ibaraki, Saitama, Chiba, and the Adachi district in Tokyo. Across the 23 special wards of the capital—including Chiyoda, Chuo, Minato, Shinjuku, and Bunkyo—the ground motion registered at an intensity of around 4. Residents in Kanagawa, Tochigi, Gunma, Fukushima, Yamanashi, and Shizuoka also felt the shaking.

Impact on Infrastructure and Public Services in Tokyo

Despite the strong shaking that caused skyscrapers in Tokyo, Saitama, and Chiba to sway for several minutes, authorities immediately confirmed that there was no risk of a tsunami. Emergency services reported no fatalities, serious structural damage, or injuries following the tremor.

Public broadcaster NHK captured footage of a broken underground water pipe in the Kiyosumi area of Koto Ward in Tokyo, which spilled water onto the public roadway. The incident also triggered localized blackouts, temporarily cutting power to approximately 460 homes in Tokyo’s Meguro district, while an initial tally from broader regional reporting noted outages affecting around 40,000 households.

Monitoring systems at the Tokai Daini nuclear power plant and other regional atomic facilities registered no anomalies or releases of radioactive material. Traffic across cities like Mito and Saitama remained largely normal, allowing daily routines to proceed without severe disruption.

Government Response and Regional Context

Following the earthquake, the Japanese government established an liaison office at the official residence of the prime minister to gather data on potential damage and coordinate emergency responses, as reported by La Razón.

The early morning tremor generated heightened public concern because it arrived roughly one month after a powerful magnitude 7.1 earthquake struck Kyushu’s Kumamoto region, an event that resulted in numerous deaths, hundreds of injuries, and widespread damage to thousands of homes.
